We are seeking an experienced and driven Senior Business Analyst to support strategic system improvement initiatives within the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This position will work closely with state and local agency staff, IT teams, and vendor partners to support the transition of the Texas WIC Management Information System (MIS) to an Electronic Benefit Transfer (EBT) platform.
The Senior Business Analyst will independently perform complex tasks involving business process reengineering, system analysis, data analysis, training, testing, and project delivery. A wide degree of creativity, initiative, and independent judgment is expected.

Key Responsibilities
- Act as liaison between business users, state/local agencies, and IT teams (Architecture, Project Delivery, Application Sustain, etc.) to ensure clear understanding and delivery of project requirements.
- Analyze user requirements and project deliverables, and make recommendations for system enhancements.
- Troubleshoot system issues related to the WIC participant portal, MIS, and EBT systems, ensuring timely resolutions for clinic staff and participants.
- Lead the design and development of user acceptance testing (UAT) plans, cases, and execution for WIC MIS updates and EBT enhancements.
- Review and provide feedback on release notes, communications, and enhancement documentation from vendor partners before production deployment.
- Monitor and track project timelines and deliverables, ensuring completion and quality standards are met.
- Collaborate with stakeholders to review completed requirements, design plans, and project deliverables, escalating complex issues and recommendations to the business lead.
- Conduct formal training sessions and develop training materials focused on nutrition education, clinic services, and system modules related to MIS.
- Perform monthly reviews of dual participation records and provide system feedback to improve compliance.
- Prepare solution options including cost/benefit, ROI, and risk assessments to inform business decisions.
- Ensure customer satisfaction by providing responsive service, resolving inquiries, and improving advanced planning and business processes.
