ABOUT THE ROLE
The Land, Environmental and Special Projects Manager’s primary objective is to provide expertise and support to the regional Aggregate Construction Materials business in the area of land management, acquisition, divestment, along with general environmental regulatory support and due diligence. Responsible for planning, executing, and completing specific construction projects on time and within budget. Supports safety training, compliance with safety policies and procedures, and offers suggestions to improve safety culture and performance for the Cement Plant. Communicates and problem solves daily with the contracting team, estimating team, project owners, and inspectors as needed. Effectively works with the team to deal with schedule changes and works collaboratively to solve problems to keep jobs on track. Makes decisions independently to address issues, solve problems, and effectively manage costs for the portfolio of projects. Spends a significant amount of time on job sites to manage the job and address issues. Provides feedback to the Plant Manager and teams on how to best solve challenges in completing projects on time and under budget.
What You'll Accomplish
Education: Bachelor's degree
Additional Education Preferred: Master's degree
Field of Study Preferred: Environmental Engineering or related science and technical discipline, Project Management.
Required Work Experience: 3-5 years
Required Training/Certifications: Formal leadership training, team building, continuous improvements, and related fields.
Required Computer and Software Skills: Land Information System, ENVOY, Microsoft Word, PowerPoint, Excel, and Various other programs preferred.
Travel Requirements: 20% with regional business.

- Keeps current and familiar with the operating status of assigned sites, anticipating and resolving potential or actual environmental compliance issues.
- Supports Operations Management at the local level in developing strategic prospects for the acquisition of new sites and aggregate reserve prospects.
- Management of land portfolio, including leases, freehold assets, and other agreements.
- Actively participate in various industry environment-related organizations to keep abreast of industry standards and developing issues.
- Participate in Environmental Protection Agency (EPA), state environmental agencies, and local government inspections. Coordinate preparation of responses to agency inspection reports.
- Assist operations in identifying and managing capital projects for site environmental upgrades. Participates in projects with cross-functional teams to address business opportunities or challenges. Provides environmental and land expertise for new projects.
- Advises and supports on land management practices and processes, including land acquisition, land divestment, permitting and zoning, and others.
- Works with landowners and tenants to effectively manage land and leasehold assets. Supports land reclamation and restoration budgeting and project implementation for assigned sites.
- Participates as needed in stakeholder/community outreach program development and actively participates in outreach events for assigned facilities. Oversees consultant work in accordance with Land and Environment Department project authorizations. Prepare the engineering scope of work for plant projects.
- Interface with contractors utilized in project work, including the coordination of quotes, selection, and field direction.
- Prepare cost estimates and justifications for the capital plan and control capital spending. Manage costs in accordance with the budget.
