Role: Project Manager
Rate: The hourly pay rate range for this position is $67.18–$77.22, dependent on qualifications and experience.
Location: St. Paul – local candidates required, hybrid environment
Anticipated Project Start Date: TBD
Anticipated Duration: up to one year with the possibility of extension.
Estimated Hours: up to 40 hours per week

Mandatory Qualifications:
- B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years’ experience)
- 5 years experience in a project management role for systems replacement initiatives
- Ability to work independently
Desired Qualifications:
- Experience in the PM role for Tyler Technologies license and permitting platform.
- Experience as a Project Manager in state, county, or city governments or non-profit sector
- PMP or other project management certification

Overview of client Environmental Health Department:
Environmental Health is one of seven divisions under Public Health within the Health and Wellness Service Team and advances the county’s vision, mission and goals by working to provide a healthy, safe environment where people can live, work and play.
Programs in Scope:
- Community Environmental Health (CEH)
- Solid and Hazardous Waste Compliance (SW/HW)
Project Objectives
Install new platform in three phases:
- Food, pool, and lodging inspections
- County environmental charges (CEC) charge on residential and commercial garbage hauling
- Solid and hazardous waste compliance
Project Success Factors
- Fully tested and functioning system that meets our needs and the regulated community
- Business analyst understands the needs
- Integration with other county systems
- Integrity of data migration
- Customization only as necessary to meet critical business needs
- Effective communication and stakeholder engagement
Project Environment :
- The Client is committed to racial equity, diversity and inclusion and the prevention of workplace violence.
- The Project is sponsored by the EPMO, a division within the Enterprise and Administrative Department, in the Information and Public Records Service Team.
- The consultant resource for this position will be managed by the Enterprise Project Management Office.
- The Project Manager consultant will report to a Project Manager (once in place) and work with business and IS staff as well as the vendor’s project resources.
- The Client is operating in a flexible workplace environment. This means that the Client employees work primarily off-site, but in-office work may be required from time to time.
