The Assistant Director of Utilities and Infrastructure will play a pivotal leadership role in overseeing and enhancing the Transportation Division. Reporting directly to the Executive Director, this position is newly established to drive the development and realignment of transportation strategies within Holly Springs. The ideal candidate will lead a team responsible for comprehensive transportation planning, capital design, and construction, as well as collaborating closely regional entities such as the NC Department of Transportation and neighboring communities. The work schedule is business hours with occasional evenings and weekends. The position is in Salary Grade R and salary depends on qualifications. Key Responsibilities and Opportunities:
1. Leadership and Team Development:
o Lead the Transportation Division with energy and vision, fostering a culture of innovation and excellence in project execution.
o Build and mentor a high-performing team of transportation professionals capable of delivering efficient and effective transportation improvements.
o Identify training needs and opportunities to enhance the division's capabilities and expertise.
2. Strategic Planning and Implementation:
o Develop and implement strategic work plans and initiatives to meet short-term and long-term departmental goals.
o Direct the implementation of goals, objectives, policies, procedures, and work standards to ensure successful project delivery and compliance with legal requirements.
o Guide the realignment of the transportation division to enhance delivery and response to community transportation needs.
3. Budgeting and Resource Management:
o Assist in the development and implementation of the annual divisional budget, ensuring proper allocation of funds for staff, equipment, materials, and supplies.
o Monitor budget expenditures throughout the year and identify future capital improvement project needs.
o Contribute to the establishment of both short and long-range Capital Improvement Program (CIP) budgets.
4. Safety and Compliance:
o Ensure all transportation activities are conducted in a safe manner, adhering to town safety regulations and driving laws.
o Promptly report and investigate accidents or incidents, ensuring compliance with policies and regulations.
o Maintain a safe working environment and uphold safety standards for equipment operation and personnel.
Current initiatives include the widening of Holly Springs Road, one of the largest municipal road improvement projects in Wake County, NC 55 capacity improvements, Main Street enhancements, Main Street sidewalk extension, Utley Creek Greenway extension, Advanced Traffic Management System (ATMS) including 30 signal upgrades, and multiple neighborhood safety enhancements.

MINIMUM REQUIRED QUALIFICATIONS
• Bachelor's degree from an accredited college or university with a major in Civil Engineering, Construction Management or other related degree.
• 4-6 years of related experience with 1-4 years of direct supervisory experience (training and coaching, responsible for preparing evaluations, assigning work, responsible for work of employees you supervise).
PREFERRED QUALIFICATIONS
• N.C. Professional Engineer (PE) license & Master’s degree from an accredited college or university in Public Administration, Construction Management or Engineering are strongly preferred.

• Must pass background and criminal history checks and possess a valid driver's license.
