POSITION SUMMARY The Town of Holly Springs is searching for a Development Services Supervisor- Development Inspections. This position is responsible for coordinating and inspecting advanced, technical and complex development construction activities such as utility and roadway infrastructure inspections as well as supervising, evaluating and determining work priorities for staff to ensure successful installation of utilities including potable water, reclaim water, sanitary sewer, and roadways in accordance with the Town’s growth goals, ordinances and standards.
SUPERVISORY RELATIONSHIPS
Reports to the Development Services Manager – Development Construction. Works independently with general guidance from the Manager to ensure coordination of objectives and priorities of the department. Supervises development construction staff on day-to-day operations
The work schedule is business hours with occasional evenings and weekends. The annual starting salary is $74,843.96 (Grade M).
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1. Supervises, evaluates and determines work priorities for the Development Inspectors in accordance with their assigned duties and responsibilities to ensure successful operation; conducts performance reviews and completes associated personnel actions. Recommends employee transfers, promotions, disciplinary action and discharge.
2. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
3. Ensures enforcement of State laws, local ordinances, and other regulations pertaining to municipal operations.
4. Serves in the absence of the Development Construction Manager by attending meetings and serving as the Division representative at staff meetings and providing guidance with interpretations of the Engineering Design and Construction Standards (EDCS).
5. Assists the Development Construction Manager in the preparation of the Department’s Community Investment Plan request and Annual Budget recommendations including future staffing projections and department needs; provides justification and associated supporting data.
6. Provides training and instructions for new hires, managers and implements new employee work plans. Delegates responsibility to staff and monitors their performance. Addresses day-to-day issues and questions; initiates employee recognition, promotion, disciplinary action, and discharge processes as necessary and appropriate.
7. Provides leadership and management to all assigned staff. Supervises the work of and monitors and evaluates on-going performance of staff members; assesses and makes recommendations of training needs.
8. Exercises judgment and provides interpretation of codes, standards, and ordinances for team members and design professionals specifically related to processes and technical guidance associated with transportation, utilities, land disturbance, and other engineering elements of development.
9. Facilitates conflict resolution and negotiations between multiple stakeholders during the development construction process on items related to public utilities, transportation and other development related requirements.
10. Makes critical determinations that have significant financial and scheduling consequences for the development community and the Town prior to public utilities and infrastructure becoming town assets.
11. Responds to Division Manager and Development Construction Manager inquiries regarding matters related to the Town and ensures that Manager and Council directives are carried out.
12. Conducts research and prepares reports of proposed solutions or recommended courses of action, if requested.
13. Provides coordination of Town functions within the framework of a single, efficient governmental unit and recommends reorganization, development of new functions, or abandonment of old functions to the Town Council to improve coordination of Town operations; responds to situations or complaints that indicate lack of coordination.
14. Exercises vision and creativity in approaches to planning, coordination, and problem solving within the development construction realm.
15. Coordinates the transaction of certain administrative business with Federal, State and local officials.
16. Performs development inspections as needed.
17. Other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS
• Associate degree in engineering, construction management or other related degree
• Five (5) years’ progressively responsible experience in development inspections.
PREFERRED QUALIFICATIONS
• Bachelor’s degree from an accredited college or university in Civil engineering, construction management or other related field.
• Previous supervisory or lead experience.
OTHER REQUIREMENTS
• Must have Collections 1 and Distribution C certifications in timeframe specified by the Town.
• Must hold OHSA 10 Hour Safety Certificate in timeframe specified by the Town.
• Must pass background and criminal history checks.
