POSITION SUMMARY 
The Engineer I/II/III position manages and oversees capital improvement construction projects, including maintenance, repairs and renovations of Town capital infrastructure. This includes individual projects as well as reoccurring annual projects for the engineering department.

SUPERVISORY RELATIONSHIPS
Reports to the Engineering Manager. Work is performed under general supervision and is evaluated for proper interpretation and application of laws and regulations, effective customer relationships, and accuracy in documentation. The work schedule is business hours with occasional evenings and weekends. The starting annual salary range is $70,604.64-$133,735.78 (Pay Grade L,N,P)


ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
Not all duties may be assigned to each position.  The allocation of duties for this position will vary and will be highly dependent upon licensing obtained.
1.    Enforces the Town’s ordinances and programs for the NPDES Phase II permit; holds pre-construction meetings; reviews grading, drainage and sedimentation and erosion control plans for site data, existing and planned topography, and appropriateness of measures to control erosion and sedimentation and protect water quality and other environmental features; adds items for infrastructure punch list; documents compliance with related ordinances.
2.    Manages design consultants and the review and quality control of plans and specifications. Oversees and monitors work performed by contractors to ensure that contract plans, scope and specifications are being followed.
3.    Enforces Town environmental ordinances which includes investigating and documenting reports of violations; meets with developers, property owners and residents to review violations, explain intent of codes, and gains compliance; posts notices on properties subject to legal enforcement action; issues notices of violation; testifies in court, as necessary.
4.    Prepares, maintains and updates project files and records in order to document significant activities; prepares weekly and monthly progress reports of on-going activities.
5.    Serves as a liaison to other Town departments, regulatory agencies and contractors related to projects.
6.    Prepares and monitors project budgets; receives purchase orders and approves project invoices to process payments.
7.    Conducts design reviews and site plan reviews.
8.    Performs quality control field inspections and approves inspector daily reports; performs field engineering as required; coordinates the work of survey crews as needed.
9.    Provides service to customers by answering questions, providing information, making referrals and assuring appropriate follow-through and/or resolution.
10.    Communicates on the progress and quality of the work, issuance of stop work orders, liquidated damages, or field corrective orders if contractor does not follow specifications.
11.    Attends project status meetings between Town and Contractor.   Ensures final project is completed and completes closeout documents.  
12.    Conducts special engineering studies and prepare reports as required.
13.    Assists in requesting or applying for grants to assist in the funding of municipal projects.
14.    Retrieves, reviews, or modifies data within the Town’s GIS/modeling programs for accurate reporting and record keeping.
15.    Serves as a resource to communicate engineering standards and ordinance requirements for project planning meetings, pre-construction meetings, or other communications for engineers, consultants, developers, residents, and technicians.
16.    Other duties as assigned.

17.    Plans, designs, and coordinates assigned capital improvement and other municipal engineering projects.  
18.    Participates in the preparation of construction cost estimates.
19.    Prepares plans and all bid documents related to these projects. Coordinates with other agencies to meet the appropriate schedules and budgets.
20.    Assist with the development of request for proposals, bids, and quotes.
21.    Manage and execute contracts with outside firms.
22.    Conducts pre-construction conferences to ensure a thorough understanding of proposed construction programs and a smooth scheduling of work for completion consistent with the schedule
23.    Communicates progress updates throughout the construction phase.  
24.    Ensures contractor follows project specifications, cost control and time requirements.  
25.    Provides expert advice and descriptions to ensure an understanding of proposed projects.
26.    Recommends policy and procedure updates on engineering standard changes.  
27.    May appear before the Council on special matters or to clarify construction projects.
28.    Keeps Engineering Manager promptly informed of important developments in areas of accountability to ensure prompt resolution of problems, and a thorough understanding of construction program.
29.    Assists with the review of concept plans, preliminary plans, construction plans, plats, drainage reports, traffic studies, or other supporting documentation for development review and permitting approval.
30.    May assist in preparation of performance evaluations. 
31.    Well help and instruct and train in methods and procedures. 
32.    Provides project updates and communications with audiences such as Town officials, other local governments and the general public, responds to questions regarding the status of projects. 
33.    Performs duties associated with Town Project facilitation, coordination and contract execution related to environmental and infrastructure projects. 
34.    Researches, details and drafts environmental grant opportunities. Researches opportunities throughout Town to fund projects designed to benefit Town infrastructure and water quality.
35.    Co-develops Town polices. Evaluates technical standards and suggests strategies for improvement. 
36.    Other duties as assigned.


KNOWLEDGE SKILLS AND ABILITIES 
?    Knowledge of NPDES Phase II permit requirements, related ordinances, principles, methods, and control and remediation strategies.
?    Knowledge of construction techniques, inspections and basic engineering principles related to environmental protection, erosion control and stormwater regulations. 
?    Knowledge of legal processes involved in encroachments, land acquisitions, and other land development issues.
?    Knowledge of municipal project facilitation, coordination and contract execution related to environmental and infrastructure projects.
?    Knowledge of engineering/environmental mapping, inspection and tracking software.
?    Knowledge of knowledge of potential environmental funding avenues, as well as grant writing and submission skills.
?    Knowledge of civil engineering principles and practices.
?    Knowledge of local government operations and administration. 
?    Knowledge of community dynamics including intergovernmental relations, civic organizations, and special interest groups.
?    Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
?    Knowledge of principles, procedures, and techniques of labor contracts and negotiations.
?    Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
?    Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.

?    Ability to effectively utilize the principles of strategic and long and short-range planning.

MINIMUM REQUIRED QUALIFICATIONS
• Bachelor’s degree from an accredited college in Civil or Environmental Engineering or a closely related field.

PREFERRED QUALIFICATIONS
• Master’s degree from an accredited college in Civil or Environmental Engineering or a closely related field.

OTHER REQUIREMENTS
•    Level II:   EIT Certificate with a minimum of two (2) years engineering experience.
•    Level III:  Professional Engineer license with a minimum of five (5) year engineering experience.
•    Must pass background and criminal history checks.
