POSITION SUMMARY  
The Town of Holly Springs is seeking a Engineering Manager-Utilities. This position is responsible for administrative oversight, leadership, planning, coordinating and implementation of the Utility Engineering Division in order to ensure essential services are provided to plan, design, construct, and maintain the public infrastructure and provide for public safety, health and welfare while ensuring that Town objectives and goals are met.


SUPERVISORY RELATIONSHIPS
Reports to the Deputy Director of Utilities & Infrastructure – Water Resources and exercises direct, advisory, or indirect supervision of employees, consultants and contractors. Provides coaching, counseling, and mentoring to allow for optimal performance. Assigns tasks, reviews work and prepares performance evaluations.  Recommends employee transfers, promotions, disciplinary action, and discharge. 

The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $94,510.99 (Grade Q) however commensurate based on knowledge, skills, and experience. 


ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1.    Directs the work of and manages assigned divisions. Interviews and selects new employees. Provides training and instructions and ongoing development needs.  Provides coaching, counseling, and mentoring to allow for optimal performance. Assigns tasks, reviews work and prepares performance evaluations, and performs disciplinary action.  Recommends employee transfers, promotions, and discharge.
2.    Implements the goals and objectives for department and division operations.
3.    Provides leadership and management to all assigned staff.  Audits and inspects work on a regular basis to ensure adherence to pertinent regulations.  Directs staff on complex work and interpreting the application of regulation, policy, and procedure.
4.    Researches, recommends, develops and implements policy, procedures, and standards. Responsible for introducing design standard updates, ordinance updates and Engineering Division procedures.
5.    Develops work plans and strategies to meet Department needs-both short term and long term; develop and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success.  Ensures clear direction, proper implementation and Town conforms to legal requirements.
6.    Approves all related invoices.
7.    Ensures all activities are carried out in a safe manner; adheres to all Town safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
8.    Reports all accidents to the appropriate authority.  Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.   May investigate incidents as assigned.
9.    Identifies training needs and opportunities for the Division and makes recommendations to the Director.
10.    Assists with the development and implementation of annual divisional budget; forecasts necessary funding for staff, equipment, material and supplies for area of oversight. Monitors budget throughout the year.  Identifies future capital improvement project needs and assists in the establishment of both short and long-range CIP budgets.
11.    Serves as a resource to communicate engineering standards and ordinance requirements for project planning meetings, pre-construction meetings, or other communications for engineers, consultants, developers, residents, and technicians.  
12.    Plans, coordinates, develops, designs, directs, and reviews capital improvement projects, maintenance projects, and development projects.
13.    Performs professional engineering and design activities providing oversight to projects; develops and reviews detailed designs, including plans, specifications, contract documents, and cost estimates; provides engineering services during construction; oversees contract administration for capital projects.
14.    Oversees services provided by contractors, consulting engineers and other external vendors contracted by the U&I Department or other Town Departments as assigned.
15.    Monitors various state and federal grant cycles and applies / writes grant applications for those applicable to the Division’s needs. Submits necessary documentation.
16.    Conducts special research and studies for the Director, preparing comprehensive reports and recommendations based on findings.  Conducts and provides technical guidance, as requested, on various public works issues.
17.    Under the direction of the Director, may represent the Department when dealing with public and private agencies and organizations, the media, general public and state and federal agencies.  May present on internal issues to the Director, Town Manager, Mayor, Town Council, and other boards as assigned.
18.    Receives and handles questions and concerns from the public, elected officials, and Town staff pertaining to public construction projects and engineering matters.
19.    Conducts public meetings to inform citizens on construction projects as needed.
20.    Performs contract administration, project management, and negotiation functions, as assigned.
21.    Plans, prepares, and executes engineering studies.
22.    Assists in the development, administration, and enforcement of the Town’s  Utility Engineering and Utility permitting programs.

24.    Leads and coordinates various engineering functions and operations including quality assurance, testing, production, and research and development of new and existing product lines.
25.    Serves as project manager for multiple projects, creating timelines and cost projections, organizing collaborative meetings, and ensuring projects comply with specifications, timelines, and budgets.
26.    Reviews work and projects for technical accuracy.
27.    Negotiates contracts with outside vendors.
28.    Maintains knowledge of new trends, developments, technologies, materials, and best practices; applies this knowledge to continually improve product lines and production efficiency.
29.    Performs other duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES 

?    Considerable knowledge of Water Resources/Civil Engineering principles and practices and compliance requirements for water and wastewater systems. 
?    Working knowledge of construction techniques, inspections and basic engineering principles . 
?    Working knowledge of municipal project facilitation, coordination and contract execution related to environmental and infrastructure projects.
?    Working knowledge of engineering/environmental mapping, inspection and tracking software.
?    Working knowledge of potential environmental funding avenues, as well as grant writing and submission skills.
?    Knowledge of local government operations and administration. 
?    Knowledge of community dynamics including intergovernmental relations, civic organizations, and special interest groups.
?    Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
?    Knowledge of principles, procedures, and techniques of labor contracts and negotiations.
?    Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
?    Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.

?    Ability to effectively utilize the principles of strategic and long and short-range planning.

•    This work requires the occasional exertion of up to 50 pounds of force; requires hauling, crawling, bending, lifting, pushing, pulling, twisting, and climbing.

•    Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
•    Work has standard vision requirements.

•    Duties are performed daily both in and outdoors under all weather conditions and include working in and/or around heavy construction equipment, high-speed traffic, culverts, bridges, steep slopes, streams, and wetlands.
•    Work is in an office setting as well as in field/construction zones.



MINIMUM REQUIRED QUALIFICATIONS
•    Bachelor’s degree from an accredited college in Civil or Environmental Engineering or a closely related field.
•    Seven (7) years  water resources experience.
•    Five (5) years of supervisory experience.

PREFERRED QUALIFICATIONS
•    Master’s degree from an accredited college in Civil or Environmental Engineering or a closely related field.
    
OTHER REQUIREMENTS
•   Professional Engineer ( PE) License
•    Must pass background and criminal history checks.
