POSITION SUMMARY  
This position is responsible for performing supervisory duties related to the daily operation; maintenance and preparation of the assigned division; to ensure essential services are provided to maintain the public infrastructure to provide for public safety, health and welfare.

SUPERVISORY RELATIONSHIPS

Reports to the Public Works Supervisor of assigned division. Work is performed under regular supervision and is evaluated through observation, inspection for adherence to instructions and standard trade and safety practices, and productivity and quality of the crew’s work product. Incumbents have crew lead responsibilities. 
The work schedule is business hours with occasional evenings and weekends.  The annual starting salary is $52,773.19 (Grade G).  

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1.    Leads and trains new employees and coordinates cross-training opportunities; coaches and mentors staff to meet goals and maintain motivation.
2.    Schedules daily work assignments and reprioritizes assignments as needed to ensure timely completion of work. Prepares documents to record daily work activities using asset management system (Cityworks).
3.    Completes time sheets and adjusts work schedule to accommodate approved time off.  
4.    Ensures proper care and maintenance of tools and equipment is completed; coordinates maintenance as needed.  
5.    Responds to initial customer service inquires, providing appropriate follow-up, referral or resolution.
6.    Ensures inventory and orders supplies as needed.
7.    Responds to emergency situations concerning malfunctioning equipment; . Notifies Supervisor of servicing required by outside vendor.
8.    Ensures all activities are carried out in a safe manner; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
9.    Reports all accidents to the appropriate authority. Follows all policies for reporting.
10.    Performs operational duties with crewmembers. Operates heavy and light equipment, and power and hand tools as needed.
11.    Provides backup assistance to other department personnel as needed.  
12.    Maintains appropriate records including, work orders, daily job card, and other related data.
13.    Records labor, equipment, and materials used for each work project in asset and maintenance management system (Cityworks). 
14.    Reports to work for after hour needs, as assigned.
15.    Performs emergency repairs and work as necessary.
16.    Works as part of a crew and serves as a field crew leader to perform semi-skilled and skilled trades work in the installation, construction, repair and maintenance of streets, sidewalks, curbs and stormwater infrastructure.
17.    Safely operates heavy and light construction equipment, machinery, and tools for construction related operations such as tractor trailer combinations, dump trucks, snowplows, rock salt/salt brine delivery combinations, backhoes, excavators, motor graders, compact and front-end loaders, asphalt rollers, street sweepers, etc.
18.    Inspects and maintains assigned equipment; maintains equipment in clean and operating manner.
19.    Assists with proper set up of work site traffic control; helps ensure safe control and direction of traffic.
20.    Assists with street sign replacement and installation.
21.    Repairs and paints, and right-of-way markers; paints parking lots and parking lines.
22.    Trims trees, cuts grass and removes debris along the side of the assigned locations; aerates and seeds; sprays pesticides along guard rails if licensed. 
23.    Assists with placement and removal of holiday and event decorations, banners, etc.
24.    Clears storm drains and maintains stormwater conveyance infrastructure.
25.    Applies rock salt/salt brine and performs snow and ice removal from Town streets and sidewalks, snow plowing.
26.    Operates and uses hand tools and operates equipment to dig holes and replace clean areas for paving.
27.    Responds as essential field personnel in emergency and inclement weather situations.
28.    Assists with set-up and clean-up for Town-sponsored festivals, parades, and events.
29.    Assists with cutting grass with tractors, bush hogs, lawn and riding mowers, weed eating, trimming bushes and trees to maintain sight distance.
30.    May assist with the repair of asphalt and concrete with a variety of materials to include aggregates, hot mix asphalt, cold mix asphalt and concrete.
31.    Assists concrete/solid waste department as assigned.
32.    Reports to work for after hour needs, as assigned.
33.    Other duties as assigned.

Public Works Crew Leader – Additional Concrete Duties
1.    Demolishes and removes old concrete; disposes of damaged materials.
2.    Sets forms and establishes proper fall percentage; tamps and sets proper base.
3.    Repairs existing ADA areas, sidewalks, curbs, catch basins, concrete pads, DOT block, all masonry units, asphalt areas and complete construction of new Town projects. 
4.    Assists in forming, mixing, pouring, troweling and finishing concrete and masonry used in maintenance jobs.
5.    Execrates concrete from truck, screeds, floats and prepares for concrete finishers.
6.    Removes forms, backfills, installs root guards and landscaping, removes safety cones and signage; cleans jobsite and pressure washes residuals off concrete/roadways.
7.    Cleans equipment and tools after projects, cleanup of concrete washout areas.
8.    Performs finishing work on curbs, catch basins, pavers, storm drainpipes, and new construction.
9.    Sets transit elevations.
10.    Completes ADA compliance repairs. 

KNOWLEDGE SKILLS AND ABILITIES

•    Working knowledge of tools, materials and equipment used in construction and maintenance work.
•    Working knowledge of municipal maintenance and construction practices.
•    Working knowledge of environmental and regulatory requirements related to the work.
•    Working knowledge of the traffic laws, ordinances and regulations pertaining to use of tools and motorized equipment.
•    Knowledge of the operation, care, and repair of maintenance equipment and tools. 
•    Working knowledge of occupational hazards (OSHA) and safe work practices including Safety Data Sheets.  
•    Working knowledge of ADA requirements for concrete and related construction projects.
•    Knowledge of various cleaning and yard maintenance equipment including leaf blowers, rider floor scrubbers, cleaners and sweepers, buffers, vacuums, brooms, shovels and other hand tools.
•    Knowledge of Personal Protective Equipment (PPE).
•    Ability to understand and follow oral and written instructions.
•    Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. 
•    Ability to understand and effectively carry out local policies and procedures, written instructions, general correspondence, and Federal, State, and local regulations. 
•    Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
•    Ability to prepare and maintain accurate and concise records and reports consistent with the position.
•    Ability to communicate clearly, concisely and effectively in English with staff, administration, and the public in both written and verbal form. 
•    Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
•    Ability to instruct and train in methods and procedures.

•    Ability to work the allocated hours of the position and ability to work flexible hours to include evenings, nights, weekends and holidays due to adverse weather conditions, construction projects, or other emergency service.

•    This work requires the exertion of up to 80 pounds of force; requires strenuous manual labor including, but not limited to digging, shoveling, sweeping, raking, hauling, crawling, bending, lifting, pushing, pulling, twisting, and climbing.
•    Work performed requires walking or standing to a significant degree on rough terrain and involves sitting for long periods with pushing and pulling of arm and/or leg controls.
•    Work is performed above ground.
•    Work has standard vision requirements.
•    Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
•    Hearing is required to perceive information at normal spoken word levels.
•    May be subject to hazardous chemicals/pesticides.
•    Duties are performed daily both indoors and outdoors under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions, exhaust fumes, and pesticide.



MINIMUM REQUIRED QUALIFICATIONS
•    High school diploma or equivalent.
•    Five (5) years of work experience in the industry of the division assigned. 
•    Previous lead or supervisory experience in similar industry with proven successes

   OTHER REQUIREMENTS
•    Must possess a valid Class A or B CDL Driver’s license.
•    Must possess or obtain a current pesticide application license
•    ADA Certification
•    MUTCD Certification
