Position Overview

The Belong Be Strong Program Manager will serve as the direct project lead and is responsible for the execution and implementation of program operations. The Program Manager is responsible for clinical oversight of Youth Advocates, personnel coaching, and training. Plans, develops, and implements training program content within the goals, objectives, and philosophies of Holy Cross Services to increase staff's skill and knowledge level to meet the needs of the youth served. The Program Manager will lead the direction of building a system of belonging to ensure young people leaving care have an on -going opportunity for safe and supportive peer and adult connection. The Program Manager monitors program activities to ensure the program is meeting benchmarks, facilitates data entry and collection, will write lessons learned and program replication guide.

Responsibilities:

  • Serves as the operation director of the project, including recruiting, screening, and supporting youth who access the program.
  • Organizes and holds team/support meetings and individual supervision meetings with all staff for in-service training, case consultations, support, and feedback.
  • Assists in the development and continuous enhancements for program procedures, interventions, goals, and measurements to pursue the best possible participant, staff, and program outcomes.
  • Conducts baseline data collection and ongoing performance measurement across existing programs.
  • Establishes collaborative systems between clinical leaders across Foster Care programs and Belong Be Strong to ensure treatment and instruction continuity.
  • Conducts ongoing process evaluation and document lessons learned to ensure continuous process evaluation.
  • Creates a Replication Guide that includes unique geographical contents for other communities to use.
  • Conducts monthly continuous quality improvement (CQI) assessment of program outcomes on a quarterly basis.
  • Will work closely with HCSs Information Technology team to integrate these CQI tools into the agencys Carelogic data management system.
  • Provides comprehensive training to participating HCS program including Foster Care, Independent Living, and Young Adult Voluntary Foster Care teams across Mid-Michigan, as well as Independent Living Plus group home programs.
  • Refresher training will be conducted at least twice annually to ensure ongoing accuracy of the data complied within the Belong, Be Strong program.
  • Conducts outreach throughout the HCS network and the states MYOI program to identify 8-12 young adults with diverse experience in foster care who are interested in leadership development. Will establish the youth advisory council (YAC) to refine the model and continuously enhance the project.
  • Facilitate skill-building classes.
  • Leads support and therapeutic groups.
  • Assists in facilitating events organized around holidays as well as significant milestones.
  • Leads strategic planning meetings and creates the Belong, Be Strong Collaboration Plan.
  • Continuously collect data on program successes and challenges which will be reviewed with other HCS programs, the YAC, or community members as appropriate, and compiled into a quarterly Lesson Learned report.
  • Monitors team performance and provides corrective training, systems development, and personnel development to ensure programmatic excellence.
  • Upholds an unwavering trauma-informed approach to service delivery and design.
  • Scheduling and monitoring of payroll activities and performance reviews for all direct reports and ensuring the completion of reviews for all indirect reports.
  • Ensures all staff are following agency policies, site procedures, and treatment/service plans of participants.
  • Works in conjunction with the Director in identifying, recruiting, and training community partners that will enhance the lives of participants.
  • Serves as the point person for referrals and intakes. Will maintain a referral log.
  • Responsible for the development and oversight of day-to-day activities and program processes. Completes maintenance and IT requests as necessary.
  • Knowledgeable of theories, techniques, research, and best-practice models. Employs methods that have demonstrated effectiveness.
  • Adapts strategies to the individual characteristics of client and sets appropriate boundaries.
  • Documentation is individualized, accurate, complete and on time.
  • Will ensure census is maintained at numbers provided by management.
  • Assist with the development and continuous monitoring of tracking systems that measure performance outcomes.
  • Flexibility to attend meetings and co-facilitate groups including non-standard working hours such as evenings and weekends in accordance with participant needs.
  • Coordinates and supervises support service (e.g. the contracted art therapists and music therapists), supervises the Advocates, and all interns.
  • Responsible for scheduling and monitoring of payroll activities and performance reviews of all staff.
  • Ensures all advocates are following agency policies, site procedures, and treatment plans of participants.
  • Implements Mi-Team practices in daily activities including teaming, engagement, assessment, and mentoring.
  • May be required to provide direct services to participants on an as needed basis.
  • May be required to transport participants on an as needed basis.
  • Performs other duties related to the essential duties of the position and within the individuals capabilities as assigned by ones supervisor.

  • Clinical Masters degree in Social Work or Counseling
  • LLMSW or LLPC. Full licensure preferred
  • 3 years related experience working in child welfare, program implementation and community outreach.
  • Direct project leadership and execution of new programming
  • Meet State Good Moral Character guidelines.
  • Valid and Current Drivers License with acceptable driving record.
