Director of Government Relations
About: Since 1953,the Home Builders Association of Greater Austin has been the leading nonprofit trade organization dedicated to residential construction in Central Texas. With nearly 750 member firms, the HBA works with elected officials, local government staff, businesses, community organizations, and the general public to promote the practice and professionalism of the home building industry.
Summary: The Director of Government Relations plays a pivotal role within the association that directs, develops, and executes all Association advocacy activities in the 7-county territory of Central Texas. The Director carries out government relations and public policy activities including the monitoring and prioritization of areas and issues, analysis and development of positions, and the formulation of strategies to advance the Association's positions and strategic priorities. The Director oversees all government relations outreach. The ideal candidate will possess strong leadership skills and a strategic mindset to navigate the evolving regulatory landscape of cities and counties.
Accountability:
The Director of Government Relations reports to the Chief Executive Officer.
Position Description:
- Proactively monitor municipalities and counties and prepare the Association to act upon regulatory and legislative changes that affect the housing industry at the local level.
- Activate and involve members in grassroots advocacy activities by coordinating volunteer efforts to develop and implement industry initiatives aimed at achieving the housing industry’s policy objectives.
- Oversee the strategic political and government affairs agenda for both short-term and long-range advocacy success including managing issue campaigns, candidate endorsements, and election activities.
- Develop position statements based on the public policy agenda of HBA and present for further discussion with the Committees.
- Represent the legislative and regulatory interests of the HBA of Greater Austin before local government officials and regulatory bodies.
- Facilitate meetings of the Association’s Government Affairs Committee and related councils and sub-committees.
- Develop and maintain cooperative and productive relationships with housing-related organizations, city/county staff, and area elected officials.
- Assist in integrating the advocacy efforts with other programming and membership strategies of the Association.
- Establish and foster relationships with HBA members, industry influencers, and key community and strategic partners.
- Collaborate with the Director of Communications & Marketing to identify appropriate activities to promote the brand and enhance the visibility of the Association in the community and industry as it relates to government relations and HomePAC.
- Work with members and staff at the Texas Association of Builders and National Association of Home Builders to ensure a coordinated effort for voicing and acting upon the industry’s positions and issues
- Manage and track key performance indicators related to government relations.
- Learn, interpret, and apply extensive knowledge of management practices and Association systems, products, and services.
- Direct the Association’s political action committee (known as HomePAC) including all fundraising activities.
- Ensure accurate and up-to-date records of all HomePAC receipts and contributions. Prepare for required reporting with the Texas Ethics Commission, HomePAC Board of Trustees, and HBA Board of Directors.
- Any other duties as assigned by the Chief Executive Officer.
Experience:
- Bachelor's degree is required.
- Four (4) or more years of experience providing advocacy support.
Skills
Candidates should have a proven track record in regulatory affairs or a related field, demonstrating expertise in the following areas:
- Strong communication skills, both verbal and written, for effective interaction with diverse audiences.
- Excellent interpersonal skills and demonstrated ability to work collaboratively and effectively with a broad range of individuals.
- Proficiency in negotiation tactics when dealing with regulatory bodies.
- Skills in editing documents for clarity and compliance.
- Knowledge of marketing strategies as they relate to public perception of regulatory matters.
- Background in government management, specifically for cities and counties.
- Organizational agility with the ability to remain organized and respond quickly to changing organizational needs.
- Knowledge of fundraising efforts that support regulatory initiatives.
- Success in obtaining positive advocacy outcomes.
- Familiarity with issues affecting residential homebuilders and remodelers such as building codes, the development process, and environmental regulations is a plus but not required.
- Evening and weekend work may be required.
Job Type: Full-time
Pay: $85,000.00 per year
