Job Summary
The Payroll Manager is responsible for overseeing the accurate and timely processing of bi-weekly and semi-monthly payrolls using Paycom payroll processing. This role ensures compliance with all federal, state, and local payroll regulations and collaborates with People Operations to maintain accurate employee records, rates of pay, and deductions. The Payroll Manager serves as the subject matter expert in payroll processing, troubleshooting system issues, and identifying areas for process improvement.
Tasks, Duties, and Responsibilities
- Oversee and process bi-weekly and semi-monthly payrolls, ensuring accuracy, timeliness, and compliance with applicable laws.
- Audit employee time and labor data, addressing discrepancies with supervisors and ensuring proper recordkeeping.
- Maintain and update employee payroll records, including rates of pay, deductions, and benefits, in coordination with People Operations.
- Ensure proper calculation of wages, overtime, taxes, and deductions, including garnishments and levies.
- Serve as the primary point of contact for payroll-related inquiries, providing guidance to employees and management.
- Collaborate with the People Operations team to ensure seamless onboarding, offboarding, and payroll changes, as well as accurate employee classifications, final paycheck compliance, and adherence to collective bargaining agreements.
- Generate payroll reports and perform payroll reconciliations to ensure accuracy and compliance.
- Partner with Paycom representatives to implement system updates, troubleshooting issues, and optimize payroll functionalities.
- Maintain compliance with all payroll-related regulations, policies, and reporting requirements.
- Lead payroll audits and assist with financial reporting as needed.
- Develop and implement payroll best practices to improve efficiency and accuracy.
- Ensures compliance with California wage and hour laws, including meal and rest break penalties, overtime, and double-time calculations.
- Maintains payroll compliance for multi-county wage requirements, local sick leave laws, and government-funded program reporting.
- Supports compliance with California’s pay transparency laws, equal pay regulations, and state-mandated pay data reporting.
- Monitors and processes garnishments, ensuring adherence to California's wage deduction limits.

Qualifications
Knowledge, Skills, and Education
- Bachelor's degree in Accounting, Finance, or related field preferred; equivalent experience considered.
- Minimum of 5 years of experience processing payroll for a large (200 employee) organization.
- Proficiency in Paycom payroll processing system preferred; experience with UKG a plus.
- Strong knowledge of federal, state, and local payroll regulations.
- Excellent attention to detail, accuracy, and confidentiality.
- Advanced proficiency in Microsoft Office Suite (Excel, Word, Outlook).
- Exceptional analytical, organizational, and time-management skills.
- Ability to work independently, manage multiple deadlines, and adapt to changing priorities.
- Strong communication and problem-solving skills.
- Certified Payroll Professional (CPP) designation preferred or willingness to obtain within 12 months of hire.
- Bilingual skills (Spanish) preferred.
- Experience with collective bargaining agreements and union payroll processing is highly desirable.

This job operates in a professional office environment.
