The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent will report to the Office of Emergency Management (OEM). Under the direction of the Data Analyst 3, the Data Analyst 2 is responsible for assigning tasks to analysts and ensuring that geospatial data and analysis projects are completed in accordance with agency standards and business needs. The incumbent plays a critical role in identifying geospatial data requirements, gathering and integrating data on processes and patters, managing and analyzing large datasets, and developing products to support informed decision making, particularly in disaster and emergency situations. Duties include but are not limited to: • Serve as a project lead for agency and program-based data analysis needs.• Supervise, mentor, and develop staff and ensure resources are available to optimize results.• Meet with programs to determine needs based on data project requirements and drafts scopes of work.• Develop business solutions by querying data repositories and generating reports.• Plan, develop, and manage complex data projects of homeland security, public safety, and emergency management trends.• Oversee the identification, collection, and cleaning of data sets and analyze data for patterns and trends.• Assess data structures and how they can be used to produce desired reports and products.• Research new data sources and analytical tools and recommend solutions.• Conduct and/or coordinate tests to ensure that solutions are consistent with defined needs.• Test, validate, and reformulate models to ensure accurate prediction of outcomes of interest.• Create written reports that effectively communicate and present results.• Review data sources and reports produced for accuracy.• Draft new functions or applications in programming languages to conduct analysis.• Perform the full range of supervisory activities.• Perform other duties as assigned in support of the agency's mission or other program areas. • Support emergency operations during times of emergency and disaster from the State Emergency Operations Center (SEOC), state field offices, and/or local deployments.• Perform other duties as assigned in support of the agency's mission or other program areas. • Travel may be required, up to 20%.
The minimum qualifications required for this vacancy. Minimum Qualifications Non-competitive candidates: One year of permanent service as a Data Analyst 1 OR bachelor’s degree and three years of experience* in data visualization, and statistical models and data mining tools.*Substitution: A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
