The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbents will support activities in the Office of Disaster Recovery Hazard Mitigation section. The duties may include, but are not limited to: • Maintaining knowledge of applicable (and new) State and Federal laws, rules and regulations relating to the Hazard Mitigation program, and sharing with staff and stakeholders. • Ensuring new and existing procedures for programs are followed. • Assisting in the preparation of grant announcements, application packages, ranking tools and other materials to support the administration of Hazard Mitigation programs. • Monitoring and tracking multiple grant awards relating to mitigation programs, financial information and any issues from start through project/plan completion and making recommendations to supervisor and senior staff as necessary to develop new strategies and priorities to enhance program effectiveness. • Reviewing subapplications for completeness, working with subapplicants to obtain additional information needed to ensure all program eligibility requirements are met for subapplication submission and potential funding. • Researching current recovery concepts, current program guidance and administration functions and providing same to local, regional and state entities. • Managing approved projects/plans to include initial kick-off meetings, preparing contract agreements, reimbursement requests, quarterly reports, time extension requests, scope of work modifications, standard correspondence and closeout reports. • Working with localities to assist with local and state plan development, implementation, and grant administration. • Preparing and delivering outreach materials, webinars and briefings to support disaster programs, including performing direct outreach to localities when necessary. • Coordinating and scheduling of all site inspections with technical staff and subapplicants. • Assisting in the development and implementation of a new loan program for eligible Hazard Mitigation projects throughout the state. • Assist preparation of State applications to include management cost applications for each mitigation grant program administered. • Coordinating with finance and legal throughout the life of each project as needed. • Perform other duties as required. • Possess and maintain a valid, unrestricted New York State motor vehicle operator's license. • Travel may be required, approximately 20% travel which could include during evening and weekends, depending on mission and assignment. • Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead State Recovery program representative or in other leadership roles during active disasters. • Support of operations during times of emergency and disaster from State Emergency Operations Center (EOG), state field offices and/or local deployments may be required, which could result in a change from regular working hours and mandatory overtime.*Work schedule may vary based on operational need. Occasional overtime may be required.

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.**DHSES Program Administrator level requirements: • DHSES Program Administrator Trainee 1 (equated to SG-14): Four years of qualifying experience.• DHSES Program Administrator Trainee 2 (equated to SG-16): Five years of qualifying experience.• DHSES Program Administrator 1, SG-18: Six years of qualifying experience.**Qualifying experience must be in one or more of the following areas: • Administration of federal, state or locally funded grant programs; preparing and processing applications for disaster mitigation/recovery projects; • Processing requests for grant project payments and performing financial reviews required for final payment; damage assessment and identification of appropriate assistance funding programs; • or, review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies.Substitution: an associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate can substitute for six years of experience. Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18.Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 13 or above and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law.

Additional comments regarding the vacancy. Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
