The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent will report to the Office of Emergency Management (OEM) State Emergency Operations Center (SEOC). Under the direction of the Homeland Security Program Analyst 3, the Disaster Preparedness Program Representative 3 is responsible for the SEOC Readiness Branch and ensuring the SEOC and alternate locations are maintained in a state of readiness for no-notice and planned activations during emergencies and disasters. Duties include, but are not limited to: • Develop, review, and update SEOC job aids, position checklists, and flow charts.• Update technology equipment (laptops, computers, phones, etc.) and software on a regular basis and ensure office/ancillary supplies are inventoried and resupplied to maintain the SEOC and alternate locations in a constant state of readiness. • Work with state and local emergency management partners to ensure a comprehensive understanding of roles and responsibilities during SEOC activations.• Provide administrative support to NY Responds (incident management software) to include access, system upgrade and patches, identifying training needs, and developing process and guidance on how the system is implemented and utilized.• Maintain proficiency in, conduct regular tests of, and schedule maintenance for multiple types of technology and equipment.• Participate in working groups with multi-disciplined and multi-jurisdictional partners on topics to include, but not limited to Emergency Support Function (ESF) 5 (Planning), ESF 7 (Logistics), ice jams, lake flooding, mass gatherings, etc.• Gather and analyze information to produce briefings or reports to inform timely and effective incident response decisions.• Asses training needs that support the State's emergency management efforts.• Coordinate logistics for presentations in the facility and all requests for meeting/conference room space.• Perform all administrative supervisory duties as required. • Perform other duties and special projects as required.• Travel may be required, up to 20%.

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS or 55b/c candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Six years of emergency management experience* as listed below.Substitutions with a degree in a related field** as listed below: •An associate degree in a related field can substitute for two years of specialized experience; •A bachelor’s in a related field degree can substitute for four years of experience; •A master’s degree in a related field can substitute for five years of experience; •A doctorate in a related field can substitute for six years of experience.*Qualifying experience: •Coordination and implementation of emergency management and disaster prearedness programs.•Preparation or modification of disaster plans.•Preparation, modification, presentation of disaster educational training and/or exercises.•Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.•Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.•Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional PlanningSubsequent 55b/c Qualifications: A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service as an Agency Emergency Management Coordinator. To be considered, you must provide a copy of your letter of eligibility with your response.Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent, or 55b/c service as a Disaster Preparedness Program Representative 3 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as an Agency Emergency Management Coordinator and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: This vacancy posting is for the purposes of notifying individuals about transfer opportunities. Additional comments regarding the vacancy. Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
