The mission of the District of Columbia Homeland Security and Emergency Management Agency (HSEMA) is to protect lives and property during major emergencies and disasters of all types through effective planning and timely operations response. HSEMA assumes the continuity of government during and following major disasters. This is accomplished in partnership with District, federal, regional and private sector agencies. This position is located in the Division of Mission Support, within the Grants Management Bureau. The employee in this position serves as the Deputy to the Chief of the Grants Bureau, supporting in the administration and operations of the Bureau and the federal grant programs it administers for the District and the National Capital Region urban area.
The incumbent works under the general supervision of the Grants Bureau Chief, who provides policy guidance and makes assignments in terms of general objectives and priorities. Assignments are given in terms of broadly defined missions or functions. The incumbent exercises considerable independent judgment in planning, organizing, and executing assignments, which entails determining the approach, methods, and procedures that will most effectively and expeditiously accomplish the work.
Duties and Responsibilities
The incumbent works under the general direction of the Chief of Grants Bureau, who provides policy guidance and makes assignments in terms of general objectives and priorities. The use of independent initiatives and judgment in accomplishing varied and complex assignments is encouraged. Performance is evaluated on the basis of overall effectiveness in accomplishing the mission and function of the agency. The incumbent oversees the activities of the grants program staff, ensuring compliance with the grants standard operating procedures (SOPs) for the Bureau. Assigns necessary tasks to subordinate staff and ensures that assignments/projects are completed on time. Instruct and trains junior staff on best practices for project management and financial management. Provides advice and guidance, where required.
The incumbent will monitor subordinates in the development, review, and implementation of homeland security policy and financial objectives. Evaluate, train, counsel, approve or disapprove leave, and carries out other supervisory tasks for assigned subordinates. Monitors and tracks the expenditure of grant funds using the District's financial system (DIFS), as well as the Bureau's online NCR Grants Management System. Tracks the HSEMA Grants budget and spending. Supports the Bureau's purchasing and procurement requirements by utilizing the District's PASS system for procurement.
Qualifications and Education
This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience must be relevant to the duties and responsibilities of this position.
Minimum of four (4) years’ experience working in related field is desired, including experience in emergency management, military operations, law enforcement or fire and rescue operations and security organizational management in the private sector. A bachelor’s degree in emergency management or related field is desired.
Licensures, Certifications and other requirements
Preferred consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager, IAEM Certified Emergency manager, or state-level emergency management certification.

Type of Appointment: Management Supervisory Service Appointment: Employees in the MSS serve at-will. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness.
