The Homeless and Housing Coalition of Kentucky is a statewide coalition of partners and advocates working to end homelessness and create opportunities for low-income Kentuckians to live in affordable homes. To that end, we are a nonprofit advocacy organization with direct and intermediate service programs, including AmeriCorps State/National Service, Continuum of Care, Emergency Solutions Grant, Emergency Rental Assistance, and VISTA.
Position: Leasing Specialist
Reports to: Housing Program Director

Location: Hybrid/Frankfort, Kentucky - required to be in the office 2 days per week

HHCK operates several supportive housing programs for families and individuals who have experienced chronic homelessness. The Leasing Specialist oversees HHCK’s tenancy management efforts by coordinating initial lease ups, transfers, and subsequent leasing and inspection functions when participants recertify on an annual basis. The Leasing Specialist will work directly with participants and their landlords in HHCK’s permanent supportive housing programs and supervise the Eligibility Coordinator and the Homes For All AmeriCorps Leasing Assistant.
Duties
Conduct housing searches with referred participants for eligible units and coordinate new lease ups, including explanation of program guidelines and leasing documents.
Recruit landlords/affordable units in the region to provide access to housing for people experiencing homelessness, especially those with barriers to housing such as poor credit, poor rental history, criminal background, current or past substance use, etc.
Conduct all leasing functions, including unit eligibility, rent reasonableness, lease with rental assistance addendum, and unit inspections as required by initial lease up, by participant request, and as necessary for annual recertifications.
Negotiate contract rent and utilities within current Fair Market Rent limits and rent reasonableness.
Mediate landlord and participant disputes as necessary.
Work with case management staff to provide tenancy support services.
Coordinate repair/maintenance issues with participants and landlords.
Document leasing functions in participant files with a high attention to detail and program compliance.
Communicate all unit, landlord, and renter concerns to the Housing Program Director.
Maintain program participant data in the statewide KYHMIS database as necessary.
Conduct the common assessment for people in sheltered/unsheltered settings and add to the statewide Coordinated Entry list as needed.
Supervise and support the Eligibility Coordinator and the Homes For All Leasing Assistant.
Other duties as assigned by the Housing Program Director.
Requirements
A bachelor’s degree in a relevant field, or equivalent professional experience working with property management and/or vulnerable people.
Must be willing to travel on a regional basis; position will spend much of the time out in communities meeting with clients and landlords.
Reliable vehicle with valid driver’s license and auto insurance is required.
Understanding and commitment to the Housing First model.
Vaccinated against COVID-19 with booster as eligible.
Hours
This is a full-time, exempt position at 37.5 hours per week. Hours generally are worked Monday-Friday during normal business hours with the potential for occasional irregular hours.
Wage Range
$40,000-$45,000 annually

Vacation time accrued monthly as follows: Full time employees are eligible for ten (10) paid vacation days for each twelve (12) month working period. Following the completion of one (1) full year of service one (1) day of vacation time is added to the employee benefits per year until a maximum of twenty (20) vacation days is reached.
Sick time awarded as follows: Full‐time employees are granted 75 hours of medical leave from work with pay when incapacitated by personal sickness or injury, behavioral health needs, to receive a medical examination or treatment, or for illness in the immediate family.
