POSITION OVERVIEW :

HHCLA is seeking a Data Specialist. The Data Specialist is an organized, detail-oriented individual who understands the importance of data collection and entry to the functioning and improvement of programs. The person in this position can identify trends and manipulate data to demonstrate program outcomes. This position is critical in supporting staff providing services to make evaluation and quality assurance part of daily activity at the agency. The Data Specialist understands the demands of delivering services in fast-paced, high-volume program spaces and is conscientious in building data systems that support ease of data collection within programs. The Data Specialist will be required to process, enter and manage large amounts of data across a variety of software systems, produce reports, and support all quality assurance / quality improvement efforts.

PRINCIPAL DUTIES & RESPONSIBILITIES :

Data Management

  • Support the implementation of electronic data capture and reporting at current and future harm reduction program sites operated by HHCLA.
  • Lead the design, build, and management of projects in REDCap.
  • Design and maintain REDCap reports for staff use and / or for internal and external communication.
  • Perform appropriate quality checks on datasets, assessing them for completeness and preparing them for statistical analysis.
  • Manage and manipulate complex data sets and combine data sets from multiple sources through reshaping, stacking, merging, joining, and other data management tasks.
  • Identify and navigate organizational constraints, working towards innovative data collection and analytic systems that maximize achievement of programmatic benchmarks and efficiencies.
  • Provide REDCap system training and technical assistance for other staff members and external collaborators using REDCap.

REDCap Administration

  • Oversee the overall functionality and maintenance of the REDCap system.
  • Ensure system updates and upgrades are applied promptly and effectively.
  • Ensure that data is handled in compliance with institutional, ethical, and regulatory standards.
  • Implement and manage user access controls and data security measures.
  • Configure project settings, user roles, and permissions.
  • Develop and implement custom solutions or enhancements as needed.
  • Maintain comprehensive documentation of system configurations, project setups, and user procedures.
  • Diagnose and resolve technical issues related to REDCap functionality or user access.
  • Assist with IT troubleshooting and coordinate with REDCap’s software host, Vanderbilt University, as needed.
  • Reporting, Proposal Development and Evaluation Activities

  • Coordinate the timely submission of audit-worthy monthly reports required by funders and partners; compile data and narratives, review content for accuracy and ensure service targets are met.
  • Provide Program Directors with real-time update on performance measures, deliverables and service targets flagging any issues.
  • Collaborate on the development and implementation of project correction strategies as needed and required.
  • Contribute to proposal development and produce data to support program objectives.
  • Remain informed on relevant data trends and reports at a local, state and national level and conduct literature reviews to inform program development and advocate for funding and other resources.
  • Collaborate with Program Directors and partners to design evaluation plans for internal and external projects and programs.
  • Develop new and improve existing research and evaluation tools.
  • Manage survey deployment, data analysis, and reporting.
  • Analyze quantitative and qualitative data to answer research and evaluation questions.
  • Collaborate with internal staff and external funders or clients to respond appropriately to evaluation needs / goals.
  • Develop and implement biannual community needs assessments and / or other tools to ensure programmatic modifications and augmentations remain culturally relevant and responsive to the community being served
  • QUALIFICATIONS & SKILLS :

  • Bachelor’s or Master’s degree A minimum of 2 years leading REDCap development and administration.
  • A minimum of 2 years of experience managing large datasets and troubleshooting issues with data management systems.
  • Proficiency with data cleaning, manipulation, and management via code using R. Experience with other analytic tools such as SPSS, Stata, SAS, or Python is also beneficial.
  • Proficiency in Google Suite, Microsoft Word, Excel, and Power Point.
  • Experience working on large, fast-paced projects with hard deadlines that must be met. Must be able to work occasional weekends and evenings to accommodate project activities.
