The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Field Representative will monitor a number of Weatherization providers by conducting office visits, on-site inspections, and desk audits in order to support providers; ensure program success; and verify program compliance in the following areas: • Client eligibility and prioritization and completeness of required file documentation• Energy audits and the development of energy conservation work scopes in accordance with program rules, and identification and mitigation of health & safety conditions• Procurement of subcontracted work• Accuracy of reported program expenditures as supported by contractor invoices and material purchase orders.• The Field Representative will utilize the Weatherization database, monitoring results, and program regulations to analyze providers’ production and be able to talk to and recommend next steps related to projects and funding. Extensive travel is required, the Representative will spend a significant amount of time in the field serving as a point of contact for assigned WAP providers and ensuring program compliance through the following: • On-site inspections of completed and in-progress work to verify quality and adherence to engineering and manufacturer specifications, NREL Standard Work Specifications, and program rules.• On-site Quality Assurance Inspections of completed work in 10% of weatherized units. Inspections conform to BPI standards and require BPI certification (to be obtained during employment) and include instrumented health & safety inspections of combustion appliances and indoor air quality inspections of Carbon Monoxide levels.• On-site trainings for WAP provider staff in the correct use of diagnostic and inspection equipment as necessary, and to help providers better identify energy conservation opportunities and health & safety concerns. • Trainings to help WAP provider staff comply with program rules outlined in the Policies and Procedures Manual, and to develop effective internal systems for this purpose.• The Field Representative will work closely with other reps and the Regional Supervisor to maintain a consistent level of monitoring across all providers, determine training and technical assistance needs, and report the progress of unit completions to Program Management. The Representative will also assist assigned WAP providers with the correct use of the reporting database software to transmit accurate budget, expenditure, and weatherized unit data to HCR.The Representative is required to keep up to date with Department of Energy and Housing & Community Renewal programmatic rules and polices. The Representative will attend technical trainings provided by HCR's T&TA unit and outside providers, as well as training conferences to maintain an adequate level of technical and program knowledge and familiarity with emerging trends in buildings systems technologies, and in building science in general.

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.PLEASE NOTE: Candidates must possess an active and valid NYS Driver’s License in order to be considered for appointment.NON-COMPETITIVE MINIMUM QUALIFICATIONS: A bachelor's or higher degree.COMPETITIVE MINIMUM QUALIFICATIONS: Must be reachable on the New York State Civil Service eligible list.70.1 TRANSFER QUALIFICATIONS: One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service.
