Title: Program Coordinator–Palm Court                  

Regular Full Time: 40 hours/week

Non-Exempt

Hourly Rate: $32–36 DOE                        

Reports to: Sr. Director, Housing

Homeward Bound of Marin is looking for a compassionate, driven, and collaborative Program Coordinator to join our team. This role provides supportive services to chronically homeless adults facing the trauma of homelessness and poverty. Under the guidance of the Senior Program Director, the Program Coordinator will assist individuals in obtaining and maintaining stable housing by offering essential resources, encouragement, and accountability to help them achieve their personal goals.

Key Responsibilities:

    Deliver services and resources to support housing retention, economic independence, and stable housing for chronically homeless individuals.

    Assess and document eligibility for program participation based on HUD guidelines for chronic homelessness.

    Conduct regular meetings with individuals to ensure consistent program participation and progress.

    Partner with coordinated entry system for new housing placements

    Address and resolve neighborhood or landlord concerns promptly; work with residents to solve issues.

    Lead and maintain relationships with a diverse set of landlords

    Use the principles of Housing First to address barriers to housing stability, offering supportive services on a voluntary basis.

    Manage conflict and crisis situations in a calm and effective manner.

    Provide supportive counseling, supervision, and referrals to community resources.

    Help residents build life skills, perform housing inspections, and conduct annual service assessments.

    Maintain required records and documentation as outlined by program guidelines.

    Attend staff meetings, supervision sessions, and ongoing training opportunities.

    Provide emergency services as necessary, as well as ongoing case management, which may involve collaboration with law enforcement, psychiatric services, and other community agencies.

    Report program, resident, and facility needs to the appropriate parties.

    Track program outcomes and data, ensuring timely response to requests for information and accurate data entry into HMIS.

    Lead and coordinate community building activities for program participants and support resident council activities and development.

    Perform other duties as assigned.

    Foster open and collaborative relationships with colleagues.

    Treat all program participants with respect, dignity, and a service-oriented attitude.

    Ensure confidentiality of all program participants.

    Maintain clear and consistent communication with supervisors.

Qualifications & Requirements:

Education & Training:

    Bachelor’s degree in social work, social welfare, psychology, or a related field or equivalent years of experience in social service agency.

Experience:

    3 years working with low-income, under-resourced populations; experience with individuals experiencing homelessness is highly desired.

    Property management and/or housing experience

    Understanding of CA Tenant’s rights 

    Experience in residential or housing programs, including familiarity with the Housing First model.

    Knowledge of life skills, money management, and tenancy rights under fair housing laws.

    Understanding of HUD Continuum of Care grant requirements is a plus.

    Strong knowledge of substance abuse and mental health issues.

Physical Requirements:

    Ability to sit, use a computer, and operate a keyboard and mouse for extended periods (1–3 hours/day).

    Ability to lift and/or move objects up to 40 pounds.

Special Skills & Qualities:

    Excellent communication and presentation skills, able to interact effectively with clients, landlords, colleagues, and funders.

    Passion for supporting individuals experiencing homelessness.

    Ability to empower and motivate clients to make meaningful changes.

    Strong team player, with a cooperative and collaborative attitude.

    Proficiency in Microsoft Office Suite and Windows.

    Highly organized, detail-oriented, and a self-starter with strong time-management skills.

    Creative, flexible, and resourceful with a good sense of humor.

    Ability to work effectively in a culturally and ethnically diverse environment.

    Dynamic, compassionate, and understanding demeanor

*$32-36   per hour DOE with a competitive benefits package which includes 100% employer paid medical and dental insurance, 3 weeks’ vacation, and access to a 403b retirement plan. Under California law, Homeward Bound is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary or hourly rate outside of the range posted in this job announcement.  This range considers the wide range of factors that are considered in making compensation decision including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. Salary and hourly rate offers are determined based on final candidate qualifications and experience.
