Title: Business Analyst (Onsite- W2 Position)
Duration: 6 months
Location: St. Paul, MN
Narrative Description of Position: Responsibilities:
Meet regularly with business partners to document current technology needs, gaps, and issues, and help strategize plans for future changes to technology.
Analyze business processes and perform business process mapping unit to support or facilitate changes in how technology is utilized.
Assist with technology strategic planning and ensure alignment with department, divisional, and Council-wide strategic plans.
Contribute to IS Service delivery, ensuring all systems and interfaces are documented.
Perform functional and non-functional requirement elicitation activities for projects and initiatives, developing standardized use cases and user stories which can be utilized by implementation teams.
Analyze business processes and procedures to recommend best practices for improving business processes through information systems.
Analyze various business processes within a unit to facilitate change to leverage use of computer system capability.
Write training documentation, create, and provide live end user training.
Analyze new or proposed IT services and Develop and act upon change management plans.
Other duties and responsibilities:
Intermediate computer skills in Azure DevOps or GitHub, word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access and Power Point).
Ability to read, analyze and interpret professional journals, technical procedures and government regulations. Ability to effectively present information and respond to questions from groups of customers or clients.
Requires the skill to provide basic client services to the public and other agencies within the organization. Requires tact, courtesy and cooperation in dealings with others where the primary purpose is the exchange of information. Promotes an equitable, positive and respectful work environment that values cultural and diversity among all employees.
Perform special projects and other duties as assigned.
Skills and experience with use of business process mapping techniques and templates.
Experience working in a public sector organization.
Strategic planning skills.
Experience doing functional requirements elicitation for large technology projects.
Experience working in an Agile development environment.
Experience doing analysis for IT Operations, Infrastructure, and/or Application Development.
Ability to think creatively and strategically to drive innovation and differentiation.
Understanding and performing continuous improvement.
Experience facilitating requirements or other stakeholder engagement discussions in small and large groups.
ITIL 4 Certification.
IIBA Certification (CBAP).
