JOB SUMMARY:

The Executive Director (ED) will serve as the senior administrative leader of the Tribe, working directly under the direction of the Tribal Chairman and Tribal Council. The ED will oversee the day-to-day operations of the Tribal government and its affiliated entities, ensuring the effective implementation of the Tribe’s policies and strategic goals. The ED will collaborate with the Tribal Council, community leaders, and other stakeholders to ensure that the Tribe’s resources are used effectively to serve the needs of its members while upholding the Tribe's values, culture, and sovereignty. The incumbent will direct, administer and coordinate the activities of the Hoopa Valley Tribe and shall have supervisory authority over all personnel, including direct supervisory authority over Tribal Managers/Directors.

DUTIES AND RESPONSIBILITIES:

  • Lead the development and execution of the Tribe’s long-term goals and strategies, ensuring alignment with the vision and mission set by the Tribal Council.
  • Serve as a trusted advisor to the Tribal Chairman and Council, providing strategic guidance on operations, policies, and decision-making.
  • Develop and implement organizational policies, procedures, and objectives to support the Tribe’s cultural, social, and economic well-being.
  • Oversee management in the development, production, promotion, and financial aspects of the Tribe’s programs, services, and initiatives.
  • Direct the preparation and execution of short-term and long-term plans and budgets aligned with Tribal growth objectives.
  • Ensure operational efficiency through coordinated business systems, processes, and management strategies.
  • Supervise and guide Tribal Managers and Directors in implementing ordinances, policies, and regulations.
  • Provide counsel to departments on operational decisions and recommend strategic policies and plans.
  • Implement programs that align with Tribal goals and objectives.
  • Establish performance standards and conduct reviews for senior leadership.
  • Maintain open communication with the Tribal Chairman and Council, providing regular updates on organizational conditions, operations, and needs.
  • Oversee public relations efforts to foster relationships with external organizations and the public.
  • Present and recommend organizational policies and programs to the Tribal Council.
  • Participate in strategic planning, policy development, and decision-making with the Tribal Chairman, Council, and senior leadership.
  • Ensure timely completion of projects and initiatives assigned by the Chairman or Council.
  • Develop and maintain systems and processes to enhance operational efficiency.
  • Establish structures and processes to manage Tribal activities and future growth.
  • Maintain an effective organizational structure, ensuring leadership development and management succession planning.
  • Develop procedures and controls to improve communication and information flow within the Tribal structure.
  • Establish and enforce operating policies that align with the Tribal Chairman’s directives.
  • Regularly evaluate and report on the results of overall operations to the Chairman and Council.
  • Clearly define roles, responsibilities, and accountability for direct reports, providing coaching and support as needed.
  • Ensure compliance with all applicable Tribal, federal, and other regulations governing business operations.
  • Foster a culture of planning, communication, collaboration, and efficiency within the leadership team.
  • Identify funding and grant opportunities, working with the Tribal Council to secure resources for initiatives.
  • Engage with the community, building strong relationships with Tribal members, government agencies, and partner organizations.
  • Represent the Tribe in meetings, public forums, and negotiations as the official spokesperson.
  • Ensure Tribal members’ concerns and needs are addressed and effectively communicated to the Council.
  • Provide regular reports to the Chairman and Council on key initiatives, challenges, and progress.
  • Maintain transparency in reporting on Tribal activities, including financial performance and program effectiveness.
  • Prepare and present reports and proposals to the Tribal Council, ensuring clarity and accuracy in all communications.

SUPERVISORY RESPONSIBILITIES:

The Executive Director shall have supervisory authority over all personnel, including direct supervisory authority over the Tribe’s Managers and Directors (key management positions).

QUALIFICATIONS:

· Strong leadership and management skills, with the ability to motivate and inspire staff at all levels.

· Exceptional communication skills, both verbal and written, with the ability to engage effectively with Tribal leaders, government officials, and community members.

· In-depth knowledge of government operations, grant writing, and funding acquisition.

· Ability to navigate complex organizational dynamics and manage diverse stakeholders with professionalism and tact.

· Strong decision-making and problem-solving abilities, with the capacity to think strategically and implement solutions effectively.

· High level of cultural competency and respect for the traditions, values, and practices of the Tribe.

· Proficient with Microsoft Office Suite or related software.

· Strong commitment to the Tribe’s vision, mission, and values.

· High integrity and ethical standards, with the ability to build trust within the community and the organization.

· Self-motivated, proactive, and able to work independently while collaborating with a diverse group of people.

· Ability to manage sensitive situations with discretion, confidentiality, and respect for cultural sensitivity.

EDUCATION AND EXPERIENCE:

· Master’s degree in Business Administration (MBA), Finance or Accounting, Economics, or similar, from an accredited university; AND at least (5) five years of business administration and/or experience related to the organization’s industry required with supervisory and leadership experience. OR

· Bachelor’s degree in Business Administration, Finance or Accounting, Economics, or similar from an accredited university; AND at least 7-10 years of business administration and/or experience related to the organization’s industry required with supervisory and leadership experience.

· Minimum of 5-7 years of experience in senior management or executive leadership, preferably in a government, non-profit, or tribal organization.

· Proven leadership experience in a complex organization.

· Demonstrated experience in financial management, budget oversight, and strategic planning.

· Experience working in a Tribal Government or Indigenous organization is highly desirable, with knowledge of Tribal sovereignty, culture, and legal frameworks.

CONDITIONS OF EMPLOYMENT:

1. Regular employees are subject to an annual performance evaluation following a 90-day evaluation from hire date.

2. Position is considered safety sensitive and employee is subject to the Tribal Alcohol & Drug Policy including preemployment, random, post-accident (the employee will be automatically tested), reasonable cause and re-entry alcohol & drug testing.

3. Employee is subject to Hoopa Valley Tribe's Title 30-A, Employment Background Investigation Policy.

4. Must possess a valid California Driver's License and be insurable under the Tribes Motor Vehicle Policy during term of employment.

5. Reasoning Ability:Ability to define problems, collect and analyze data, establish facts, and draw valid conclusions without bias. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

6. Contract Employment: when an employee is hired as a contract employee, they are not considered a permanent employee of the Hoopa Valley Tribe. The contract does not establish an employer-employee relationship beyond the terms outlined within the contract agreement. The employee shall perform duties as outlined in their job description and in accordance with the standards set by the HVT. The contract agreement shall be governed by and interpreted under Tribal law.

7. Work Environment: Characteristics of the work environment described here are representative of those an employee encounters while performing the essential duties of this job. The atmosphere is professional. There is a strong emphasis on clear, respectful, and concise communication; we promote focus and concentration; while there is a lot of individual work, there is also a strong focus on collaboration. Although this position may require long office hours, the Tribe encourages a good work-life balance. Office based, with frequent meetings and engagements. Some travel required for legislative hearings, conferences, and intergovernmental meetings.

8. Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, speeches, and procedure manuals; using innovative techniques. Ability to effectively present sensitive information to Tribal Council, managers, staff and/or the Tribal membership, and respond to questions from groups of managers, clients, customers, and the public.

9. Mathematical Skills: Must have the ability to apply concepts such as modern algebra, advanced calculus, and advanced statistical theory. Must have the ability to compile and analyze data and to perform quantitative and qualitative research analysis essential to program reporting.

10. Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is subject to prolonged periods of sitting at a desk and working on a computer. The incumbent must be able to lift up to 15 pounds at a time.
