SUMMARY
The Director of the Community Living Program (CLP) plays a pivotal role in advancing HOPE’s mission by overseeing the agency’s housing initiatives. This leadership position ensures the development and delivery of high-quality, trauma-informed housing services that meet the complex needs of individuals and families experiencing homelessness or housing instability.
The Director is responsible for strategic program management, grant administration, community collaboration, and staff leadership, ensuring compliance with all regulatory and funding requirements while driving innovation to address housing challenges in the community. By fostering partnerships, integrating services, and maintaining a client-centered approach, the Director ensures the program delivers measurable outcomes and sustainable solutions for those we serve.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Oversees all clinical, operational, and managerial aspects of the housing programs, including Shelter Care, Supported Housing, Transitional Living, PATH, COMPASS, and VA GPD. This role ensures compliance with funder, CCBHC, and agency standards while fostering a safe, recovery-focused environment for clients.
Lead and manage all housing programs, ensuring compliance with CCBHC, CARF, ODMHSAS, and funding source standards.
Oversee the delivery, reporting, renewal, and application processes for all housing grants. Participate in the development and submission of new and renewal grant applications.
Develop and monitor program budgets in collaboration with the Finance Office, ensuring alignment with agency goals and fiscal responsibility.
Direct and supervise program staff, identifying training needs, providing consultations, and overseeing orientation for new employees. Ensure staff meet agency performance standards, including reporting and record-keeping requirements.
Represent the agency in housing continuums of care in Oklahoma County and Norman. Build and maintain professional relationships with other agencies to support integrated service delivery.
Ensure housing programs align with the agency’s primary functions and integrate seamlessly with other programs to provide comprehensive client support.
Collaborate with the Quality Assurance/Improvement team to assess and enhance the quality of services. Monitor program performance and ensure budgetary and performance goals are met.
Promote a trauma-informed, recovery-focused service environment that meets the needs of individuals with behavioral health and co-occurring conditions.
Ensure adherence to agency policies, federal and state confidentiality regulations, and any special requirements of funding sources.
Supports and promotes a service environment for individuals in need of behavioral health and/or co-occurring services that is recovery focused, welcoming, and attentive to the needs of individuals who may have experienced trauma in their lives. Attends annual core competencies training in relationship to individuals with co-occurring disorders or who have experienced trauma in their lives.
Responsible for maximizing Title XIX and HMO (Medicaid) and other sources of third-party reimbursement.
Responsible for monitoring program performance and ensuring budget goals are met.
May be required to provide services in a community setting.
May be required to provide client transportation using personal vehicle or agency owned van or small bus.
SUPERVISORY RESPONSIBILITIES
Manages and supervises employees in the CLP programs. Responsible for the orientation, direction, coordination, and evaluation of program. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, orientation, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE
Master's degree in social work, psychology or related mental health field with two years’ experience in staff and/or program supervision
Experience working with the homeless population is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
LCSW, LPC, LMFT, LADC required
May be required to obtain and maintain first aid and/or CPR Certifications.
Required to complete Therapeutic Options or approved safety training and annual updates.
In order to transport clients in private or agency vehicles, must possess current, valid Oklahoma license and meet HOPE's insurance requirements. A copy of motor vehicle report must be provided to human resources office.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common professional journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from consumers, regulatory agencies, or members of the community. Ability to document services that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES
Ability to relate to persons with severe mental illness and substance use issues in a positive, helpful and constructive manner. Ability to establish and maintain effective and tactful working relationships with co-workers; to express ideas and facts clearly and concisely in written or oral form.
