Responsible for collaborating with multiple stakeholders in large scale vendor selection, implementation and on-going compliance and management of performance against goals as defined in contract.
Responsibilities
- :Collaborate with senior management and subject matter experts on business case development for vendor utilization, including business need and performance criteria. Creates, negotiates and incorporates contract and contract amendments. Adapts to scope changes as required
- .Work in partnership with internal stakeholders to lead the divisional process for vetting of potential vendors in RFP process
- .Manages implementation and/or transition of new vendor contracts
- .Manages vendor performance in an on-going manner through scorecards. Monitors performance guarantees. Where applicable, conducts and coordinates comprehensive audits. Reviews contract budget variances and takes corrective action as needed. Where applicable, accountable for remediating findings of third party vendors
- .Ensures vendor compliance with laws, mandates, policies, operation processes and regulatory agencies as required. Informs vendor changes to state (New Jersey, New York) and federal laws, NCQA, URAC, mandates established by Departments of Health, Insurance and Labor, and regulations for continuous compliance
- .Reviews, develops and recommends processes to improve and/or enhance vendor operations and performance as well as decrease administrative costs
- .Serves as focal point and subject matter expert for other Horizon BCBSNJ divisions. Responsible for solutions to contractual related issues and vendor disputes
- .Prepares and presents to senior management the status of vendor compliance while identifying any potential financial and/or compliance risks
- .Manage, develop and train staff; develop and monitor goals; conduct annual performance reviews, and administers salaries for the staff
- .This position will oversee the vendor management process, contributes to vendor strategy, and is a liaison for vendor management functions throughout the Enterprise. The incumbent is responsible for understanding and reporting on supplier spend, mitigating risk, collaborating in the determination of SLAs, leveraging supplier relationships and driving the end-to-end policies and processes of engaging and managing vendors. This position requires strategic business decision making and analysis of sourcing decisions, and providers of these services for optimal effectiveness and efficiency from a cost, performance and risk perspective of SLAs
- .Independently own several of Horizon’s high level vendor relationships
- .Partner with Sourcing, ERM, Compliance, IA and Legal as it relates to VM, including incorporating SLAs for new contracts, updates, amendments and renewals as business needs dictate
- .Identify, develop and maintain infrastructure for overseeing performance of significant suppliers; work with business owners to address performance issues and non-compliance including administration of Corrective Action Plans (CAPs) and application of financial penalties
- .Act as the primary point of contact and point of escalation for vendor relationship owners, Horizon stakeholders, and external stakeholders as it relates to vendors
- .Report regularly to EVM management and the Executive team the status of vendor contracts including, but not limited to financial information, risks, staffing issues, technology issues, and performance
