Under limited supervision, this position is responsible for the development, implementation, monitoring, and evaluation of all medical and related nursing functions and objectives of the organization in accordance with state, federal and program standards and guidelines.

Minimum Training and Experience:

Must hold a Bachelor’s Degree in Nursing from an accredited university school of nursing, and a valid Registered Nurses License (RN) from the state of North Carolina. Prefer at least five years of pediatric or long-term care experience with knowledge of ICF/IID service system. Excellent written and oral communication skills. Must be able to communicate with a wide variety of people, i.e. physicians, dentists, nurses, professional consultants, teachers, direct care employees, clients, parents, etc. Valid North Carolina Drivers License and clean driving record required. Two (2) years of previous supervisory experience required.

Essential Duties & Responsibilities:

1. Responsible for the development of written policies and procedures in areas related to routine and emergency health, and medical, and nursing services.

2. Provides professional oversight of all procedures, and personnel in their duties related to control and administration of medications and other nursing practices.

3. Review and reconcile monthly pharmacy bills as necessary.

4. Provide professional administrative & clinical supervision for all nursing personnel.

5. Provide professional oversight to maintenance of medical records, annual health care plans, required documentation, and quarterly assessments for each citizen.

6. Provide professional oversight of training of all Horizons employees in medically related, health care subjects. Pitches in as appropriate with hands-on training.

7. Contribute to improved quality of care for each citizen through development and recommendation of more efficient operations.

8. Function as an integral member of the Interdisciplinary Team.

9. Provide for effective communication with parents/guardians in areas of health concerns and/or needs of the citizens.

10. Maintain On-Call status for medical and nursing emergencies.

11. Assist in recruitment, selection, orientation, and evaluation of nursing personnel and establish work schedules for the nursing department.

12. Provide professional oversight of purchase of all health related materials & supplies.

13. Practice effective communication, and maintain a working relationship with all employees.

14. Ensure Nursing Staff maintain continuing-education requirements so as to be in compliance with Professional Licensure requirements.

15. Meet monthly and as needed with Medical Director to ensure appropriate health care services are being provided to all citizens.

16. Serve on Human Rights Advocacy Committee.

17. Provide professional oversight of health-related competency requirements for new employees.

18. Provide professional oversight of health-related competency requirements for all employees on an annual basis.

19. Provide professional oversight of administration of PPD and HepB Vaccines.

20. Possess working knowledge of OSHA Standards, and display competency with handling blood/air borne pathogens and other potentially dangerous materials.

21. Performs other related duties as necessary or assigned.

Job Requirements:

  • Must be able to lift, push, pull and move forty (40) pounds in performing various client movements.
  • Must possess full range of motion (above the head, to the side, front and back) of hands, arms and shoulders.
  • Must be able to stand for extended periods of time.
  • Must be able to kneel, stoop, bend, and push, i.e. operating wheelchairs, lifts, tilt tables, etc.
  • Must possess hand, wrist and finger mobility as well as eye-hand coordination, i.e. placing tubes for tube feedings, fastening slings to mechanical lifts, etc.
