General Job Description

Under minimal supervision, the Mental Health Director will serve as the primary liaison between the county, incorporated cities within, and other agencies in the mental health continuum. This position is to be responsible for the overall efforts of the county, cities, community partners and health care providers to respond to the mental health, opioid, and homeless crisis. Responsible for overseeing and providing outreach, case management and supportive services to those who experience mental illness, addiction or homelessness.

Duties for this Position
  • Provides interagency coordination, including but not limited to Fire/EMS, Police, healthcare resources of Horry County and incorporated cities opioid response and facilitates coordination across agencies.
  • Facilitates collaboration between the county, cities, and both public and private (not-for-profit, faith-based, and business) organizations and providers to simplify an integrated jurisdictional opioid response.
  • Ensures coordination of all county, city, federal, state, and local funded activities related to opioid response to avoid redundancy and identify gaps in service.
  • Develops and manages budget and maintains fiscal accountability and compliance according to current policy.
  • Establishes baseline data/metrics and identifies strategies for short term and intermediate outcomes. Collects and analyzes data in order to complete deliverable and reports. Summarizes program activities to provide reports to program stakeholders. Develops communication strategies regarding the opioid crisis.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; and continuing education activities; and other related training requirements which may affect the program.
  • Contribute to overall program planning, report writing and serving on various committees including regional and statewide as needed.
  • Performs other related duties as required, requested or assigned.
  • Provides interagency coordination and reporting.
Position Minimum Requirements
  • Requires Bachelor’s degree in Public Health, Social Work, Counseling, Public Administration or other related field.
  • Must be knowledgeable of addiction and treatment behaviors and social issues.
  • Requires three years management or project development experience, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.
  • Preferred Masters of Public Health or health related field.
