General Job Description
Under limited supervision, uses a variety of types of information and accepted appraisal methods in order to value residential properties for ad valorem tax purposes, as part of the County's ongoing reassessment cycle. Reports to the Chief Appraiser.
Duties for this Position
- The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this job description. Works as an integral part of the valuation team; reviews property information to insure all property characteristics are correct including property classification, improvements, physical condition, valuation, etc. Corrects any listing errors and/or any improvements not added to the tax roll. Reviews property transfers, processes value appeals including conferences with taxpayers to resolve value discrepancies. Conducts statistical analysis of sales data to determine appropriate property values as part of the reassessment cycle workload and completes reassessment assignments, utilizing the indicated approach to value. Adds new improvements to the tax roll by measuring, photographing, and gathering appropriate property details during an on-site inspection and entering information via mobile integration with the CAMA system. Reviews sales ratio reports to identify properties not valued at current fair market value. Has advanced working knowledge of CAMA systems, Microsoft Excel, GIS software and related office software. Handles inquires/complaints regarding appraisal values and provides information in defense or justification of assessed values. Prepares appeals/written appraisal reports to be presented before Local Appeals Board and Administrative Law Court hearings. Makes valuation adjustments as result of new construction, parcel splits, deed changes, etc., making field checks as necessary. On occasion may assist with Appraiser Lister workload review as well as review year end assessment cycle reports, making adjustments as necessary. Assists in preparing property damage estimates. Responds to inquiries from the public, other County departments and government agencies regarding tax assessments, procedures and state tax laws. Receives, reviews, processes, files, and/or submits an assortment of documents, records, maps, and reports such as deeds, review documents, photographs, sales reports, building permits, diagrams, production reports, tax maps, zoning maps, zoning ordinances, appraisal reports, taxpayer's documents, vehicle mileage sheets, etc. Interacts and communicates with various groups and individuals involved in the operation of the department including the immediate supervisor, Assessor, co-workers, subordinates, property owners, attorneys, brokers, tax representatives, planners, other County personnel and the general public. Operates a vehicle and a assortment of equipment in the performance of daily tasks including a computer, printer, iPad, laser measuring tool, calculator, copier, fax machine, telephone, etc.
Position Minimum Requirements
- Certificates, Licenses, Registrations: Must be certified as a SC State Residential Real Estate Appraiser or a SC State Residential Mass Appraiser. Must possess a valid South Carolina driver’s license.
