What are the responsibilities and job description for the Code Compliance Officer position at Horseshoe Bay?
Under general supervision of the Code Enforcement Supervisor, performs a variety of duties involved in investigation of violations of City Codes; enforces and resolves complaints about City Codes and Ordinances; prepares notices of violations and citations; and performs other related work as necessary.
Responsibilities
- Receives, records, and investigates complaints from the public and staff regarding violations of municipal codes, ordinances, standards, and health and safety regulations; documents violations by securing photographs and other pertinent data; research ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish whether a violation has occurred.
- Meets with Development Services Director and daily regarding complaints, coordinates activities with Development Services Director.
- Coordinates and conducts follow-up abatement procedures including the preparation of additional correspondence, site visits, and communication with property owners and attorneys; conducts follow-up investigations to ensure compliance with applicable codes and ordinances; prepares non-compliance cases for legal action; and presents testimony and evidence at Municipal Court hearings.
- Provides information to violators, other City staff, the general public, business community, and other government agencies regarding codes, laws, and ordinances; responds to questions, complaints, and inquiries.
- Inputs and retrieves a variety of information using a computer terminal.
- Manage city records in accordance with City ordinances and Records Management Program.
- Performs related duties and responsibilities as assigned.
- Exhibits conformance with activities associated with the City’s High Performing Organization program.
- Maintains files and records related to citations and violations; prepares a variety of written reports, memoranda, and correspondence.
- Makes drive-by or on-site inspections of residential, resort and/or commercial areas; notes possible violations at property sites during the course of field investigations.
- Prepares notices of violation or noncompliance according to applicable codes and regulations; issues letters to property owners notifying them of violation; prepares citations according to applicable codes, regulations, and policies, including zoning ordinance, health and sanitation ordinance, sign ordinance, outdoor lighting and street addressing, maintenance of open space (piles of tree limbs and branches), dumpster screening, trash, construction debris; and as appropriate, affixes a notice of violation on property to abate public safety hazards and public nuisances.
- Initiates contacts with residents, business representatives, and other parties to explain the nature of incurred violations and to encourage compliance with municipal codes, ordinances, and community standards.
Minimum Training, Education and Experience Required:
- High school diploma or equivalent
- One to two years related experience and/or training or equivalent combination of education and experience.
- Valid driver's license
Preferred Training, Education and Experience:
- Three years related experience and/or training; or associate degree and one year experience; or an equivalent combination of education and experience. Previous training and/or experience in code enforcement preferred.
- Current State of Texas Code Enforcement Officer Certification
Requirements – Certificates/Licensures:
Ability to obtain State of Texas Code Enforcement Officer Certification within 1 year.Physical Requirements:

This position may be called out after hours when if necessary.
