Position Summary
The Director of Finance is a key member of the leadership team, responsible for the financial health and compliance of Hospice of South Texas. This position provides strategic and operational oversight of all financial activities including budgeting, medical billing compliance, audits, financial planning, and employee benefit plan administration.
Key Responsibilities
- Oversee all financial operations including budgeting, forecasting, cash flow management, and financial reporting.
- Ensure compliance in medical billing and reimbursement processes including Medicare, Medicaid, and private payors.
- Maintain working knowledge of Medicare Hospice Benefit, NOE (Notice of Election), certification/recertification, and Medicaid reimbursement.
- Lead month-end/year-end close processes and prepare financial statements for executive leadership and board.
- Prepare for and manage external audits, including CMS, Medicaid, TPE, RAC, and UPIC reviews; implement corrective action plans as needed.
- Manage and maintain agency cost reports, tax filings and regulatory filings as required.
- Oversee and monitor revenue cycle KPIs including days in AR, billing accuracy, and reimbursement timing.
- Conduct cost-benefit analyses on employee benefits and provide financial input during annual renewals.
- Support financial decisions related to organizational savings, reserve funds, and purchasing of investment instruments such as CDs.
- Collaborate with the CEO and serve as liaison to the Finance Committee of the Board.
- Participate in strategic planning, risk management, and emergency preparedness initiatives.
- Supervise finance staff, including AP/AR, payroll, and general ledger functions.
- Act as the financial point of contact for auditors, banks, vendors, and government agencies.
- Support implementation and optimization of financial and EHR software systems.
- Serve as 401(k) Plan Administrator ensuring fiduciary compliance and reporting.
- Maintain strict confidentiality and security of payroll, personnel, and financial records.
Required Qualifications
- Bachelor's degree in Finance, Accounting, or related field; CPA preferred.
- 6 years of progressive financial management experience, ideally in a nonprofit hospice or healthcare setting.
- Strong understanding of GAAP, nonprofit accounting, medical billing, and healthcare finance compliance.
- Experience with Medicare/Medicaid billing, CMS audits, and revenue cycle optimization.
- Familiarity with Uniform Guidance, IRS Form 990, donor-restricted funds, and grant tracking.
- Proficient in Microsoft Office Suite, Excel and financial software (QuickBooks or similar); experience with EHR systems preferred.
- Exceptional communication, leadership, and problem-solving skills with the ability to present financials to boards and executive leadership.
- Experience managing or collaborating on benefit renewal analysis and 401(k) plan administration.
- Ability to represent the organization in external financial relationships (banks, auditors, regulators).
