This is a non-supervisory position.
Job Summary :
The Sergeant at Arms (SAA) Emergency Management Division (EMD) provides and implements a comprehensive emergency management and continuity program for the U.S. House of Representatives. The Emergency Management Specialist (EMS) for Operations is responsible for maintaining the operational aspects of the SAA EMD mission, including checklists, job aids, and reference documentation. The EMS for Operations coordinates with House, Congressional and other Federal agencies and private sector entities.
Duties :
- Support the readinessand maintenance of the House Operations Center (HOC), including thefunctionality of all equipment, systems, databases, and other technologyplatforms (e.g., audio / visual, iPads, monitors, computers, and radios,communications equipment, etc.).
- Updates and maintainsoperations center checklists, standard operating procedures (SOPs), concepts ofoperations (CONOPs), etc.
- Responsible for themanagement of select databases and software solutions, including ensuring thetimely execution of software updates and troubleshooting to ensure operability.
- Support the developmentof emergency management Special Event Support Plans.
- Support various programareas, including, but not limited to Information Management and CommonOperating Picture (COP) tools (e.g., WebEOC, ArcGIS), Mass NotificationSystems, Accountability, Continuity of Operations (COOP) kits, Communicationsequipment, Critical Infrastructure and Key Resources, and EmergencyTransportation.
- Research and proposesolutions for enhancing operational equipment and solutions (i.e., emergingtechnology, new software solutions, new equipment for personnel, etc.).
- Reviews and analyzesreports, documents, project trackers, event calendars, etc. and shareinformation with applicable staff.
- Attend meetings andshare key takeaways with applicable staff.
- Support development, readiness, and implementation of the House life safety andcontinuity programs, including support to projects, exercises, and specialevents, as needed.
- Coordinates withappropriate Congressional staff, other Federal agencies, and private sectorentities regarding issues, initiatives, and standards related to emergencymanagement and continuity.
- Supportspecial events on and off Capitol Grounds, including nights and weekends asnecessary.
- Serve as a watch officerin the House Operations Center Duty Program; 1-4 days per month; available towork long hours, nights, and weekends when necessary.
- Available for recall24 / 7 to deploy to support emergency management and continuity efforts.
- Conducts extensivecoordination with senior House personnel, Executive Branch, and / or otherLegislative Branch agency points of contact.
- Manages multipleprojects and programs without continuous oversight and direction.
- Assists the Director,Operations and Program Manager, Operations with special projects.
- Analyze, report on, andprovide guidance on program budget, strategy, and program managementinitiatives.
- Acts as the Program Manager, Operations in their absence, as directed.
- Performs other duties asassigned.
WorkExperience and Education :
Bachelor's degree and someemergency management, emergency operations (including operations centers),and / or project / program management experience. Active Top-Secret security clearancepreferred. If the incumbent does not have a Top-Secret security clearance, theincumbent must be able to obtain and maintain a Top Secret and SCI securityclearance, as necessary.

Work Schedule :
Full-time,permanent. Monday - Friday. Hours : 8 : 30 a.m. - 5 : 00 p.m. Incumbent must be able to work outside ofnormal business hours, when necessary. Occasional travel may be required(
