Job Summary :
The Sergeant at Arms (SAA) Emergency ManagementDivision (EMD) provides and implements a comprehensive emergency management andcontinuity program for the U.S. House of Representatives. The EmergencyManagement Specialist (EMS) for Plans works with other Legislative Branch Organizationsto maintain, analyze, and report program initiatives to Emergency Managementstaff and other House stakeholders.
Duties :
- Develops and maintainscontingency and continuity plans, including intergovernmental, bi-cameral,House-wide, and SAA plans.
- Coordinates withCommittee, Member, and Support offices to develop continuity of operations(COOP) plans.
- Provides direct supportto the continuity program and on occasion, works independently to provideguidance and coordination for continuity activities, projects, and programs.
- Collaborates with keypartners and stakeholders to provide guidance for program administration,sustainment, and ensures operations continue with minimal disruption duringemergencies.
- Support the developmentand implementation of policies, plans, and procedures designed to ensure thecontinued operation of essential functions.
- Reviews and analyzesreports, documents, project trackers, event calendars, and shares informationwith applicable staff.
- Attend meetings andshare key takeaways with applicable staff.
- Regularly communicateswith partners and / or senior officials (orally and in writing) to effectivelyfoster working relationships.
- Develops and reviewsplanning documents, procedures, briefing slides, reference documents, whitepapers, and other documentation, as needed.
- Supportdevelopment, readiness, and implementation of the House life safety andcontinuity programs, including support to projects, exercises, and specialevents, as needed.
- Maintains ability tooperate equipment and functions in the House Operations Center in accordancewith EMD standards and guidelines.
- Serve as a watch officerin the House Operations Center Duty Program; 1- 4 days per month; available towork long hours, nights, and weekends when necessary.
- Support special eventson and off Capitol Grounds, including nights and weekends as necessary.
- Available for recall24 / 7 to deploy and support emergency management and continuity efforts.
- Conducts extensivecoordination with senior House personnel, Executive Branch, and / or otherLegislative Branch agency points of contact.
- Manages multipleprojects and programs without continuous oversight and direction.
- Assiststhe Director, Plans and Program Manager, Plans with special projects.
- Analyze, report on, and provide guidance on program budget,strategy, and program management initiatives.
- Acts as the Program Manager, Plans in their absence, asdirected.
- Performs other duties asassigned.
WorkExperience and Education :
Bachelor'sdegree and some emergency management, continuity of operations (COOP), and / orproject / program management experience. Active Top-Secret security clearancepreferred. If the incumbent does not have a Top-Secret security clearance, theincumbent must be able to obtain and maintain a Top-Secret and SCI securityclearance, as necessary.

Work Schedule :
Full-time,permanent. Monday - Friday. Hours : 8 : 30 a.m. - 5 : 00 p.m. Incumbent must be able to work outside ofnormal business hours, when necessary. Occasional travel may be required(
