The Duluth Housing & Redevelopment Authority (HRA) has an opening for a full-time Accountant/Financial Analyst. We are looking for a self-motivated person who is thorough, reliable, and has experience with professional accounting work involving preparation, maintenance, analysis, and auditing of financial records and reports in accordance with workplace policies, State statutes, and federal regulations; who is a problem solver that works well independently or in a team, and has strong customer service skills.
Typical duties include, but are not limited to: analyzing and monitoring financial and budgetary systems, executing complex accounting functions, and recommending improved procedures and methods in accordance with Generally Accepted Accounting Principles (GAAP). Responsibilities
- Compiles, maintains, and audits financial accounts and statements for Authority departments and contracted agencies; provides financial data and technical expertise for use in decision making and budget formulation.
- Performs general ledger accounting functions, including preparation of audit statements, journal vouchers, financial statements, trial balances, reconciliations, verifications, and account adjustments as required.
- Obtains, prepares, and audits data used in reports and statements for internal departments; prescribes accounting procedures and methods as needed.
- Develops, tests, updates, recommends, implements, and reviews improved work procedures and methods, including participating in the development and modification of various computer applications and programs; ensures accuracy and compliance with Generally Accepted Accounting Principles (GAAP); monitors legislation and Authority policies to ensure compliance with state and federal regulations.
- Prepares and maintains a system of fixed-asset accounting for the recording of buildings, land, and other capital assets owned by the Authority.
- Compiles, reviews, and participates in the preparation of Annual REAC (FDS) submission, the annual audit, work papers, internal control narratives, and financial statements for the Authority and the State Auditor.
- Demonstrates punctual and reliable attendance in accordance with designated work schedule.
- Complies with applicable safety rules, laws, and practices; uses proper safety equipment and procedures in all operations.
- Performs related duties as assigned.
Qualifications
- Graduation from an accredited college or university with a Bachelor's degree in Accounting; or
- Graduation from an accredited college or university with a Bachelor's degree in finance and two (2) years full-time paid verifiable accounting related experience; or
- Any combination of education and work experience as may be acceptable as equivalent by the Executive Director.
