What are the responsibilities and job description for the Family Self Sufficiency (FSS) Program Manager position at Housing Assistance?
Summary/Objective
Assess the needs of Family Self-Sufficiency participants and through case management, goal setting, referrals and monitoring, assist participants in achieving economic self-sufficiency.
Essential Functions
· Maintain a thorough working knowledge of Section 8 regulations, especially as they pertain to Family Self-Sufficiency (FSS) programs, and implement best practices.
· Remain current with all funding source guidelines at the federal, state, and local levels.
· Interview and determine eligibility of applicants for FSS.
· Work with participants to set goals for financial self-sufficiency, and reevaluate goals periodically through the required ITSP. Monitor client needs and up-date case records.
· Maintain a database of participant goals and achievements. Provide accurate and timely reporting of EOHLC quarterly report and EOHLC annual report.
· Provide participants with one-to-one counseling/mentoring and quality case management.
· Maintain client files in accordance with program regulations.
· Maintain participant data in FSS tracking systems and TenMAST/Yardi.
· On-going monitoring and verification of escrow account balances (100% accuracy), and report account balance to clients semi-annually in accordance with EOHLC policy.
· Refer participants to HAC’s financial literacy and other HCEC workshops.
· Work with program representatives and intake coordinator to recruit FSS participants from the Section 8 client base, and to resolve tenancy problems that could affect their participation in FSS.
· Ensure accurate completion of the 50058.
· Manage FSS caseload to meet EOHLC program goals.
· Convene and facilitate regular meetings of HAC’s FSS Advisory Board; recruit and cultivate new members. Network and collaborate with community agencies to maintain viability of advisory board.
· Develop referrals and resources with businesses, educational institutions, service providers, and other agencies to help clients achieve their goals.
· Develop and coordinate connections with internal HAC programs with similar goals and program components (THRIVE, Family Empowerment).
· Explore growth opportunities with internal development staff and senior leadership.
· Manage and oversee FFS Homeownership Counselor and Homeownership program.
Additional Duties
· Write and distribute FSS quarterly newsletter.
· Organize and manage other workshops for participants as needs or resources are identified.
· Serve as a liaison between HAC departments as they relate to FSS.
· Maintain FSS Procedures Manual.
Required Qualifications, Education, and Experience
· Excellent computer skills, including knowledge of database setup and maintenance, an ability to work closely and effectively with low-income households, a good grasp of financial literacy principles, strong mathematical skills, the ability to follow and adhere to program rules and regulations.
· Demonstrate the ability to plan, organize and direct activities and services, communicate effectively, secure the cooperation of others. Demonstrated characteristics of initiative and resourcefulness, courtesy, and sensitivity to participant’s needs. Demonstrated use of independent judgement.
· Bachelor’s degree

Work Environment
· The functions of this role are conducted in an office environment.
Hours of Work
· This role is paid on an hourly basis.
· The hours of work for this position are Monday through Friday, 35 hours per week.
