Position Overview
The Leasing Agent is responsible for managing the occupancy processes for the Housing Authority of Lincoln County. This role ensures compliance with all relevant regulations, policies, and procedures to provide eligible individuals and families with access to affordable housing. The Leasing Agent coordinates tenant applications, certifications, recertifications, and maintains accurate records to support the housing authority's mission.
Key Responsibilities
Tenant Application and Selection:
- Process housing applications, verify eligibility, and determine applicant suitability for various housing programs
- Assist with maintaining waiting lists and conduct applicant interviews to collect necessary documentation and information
- Notify applicants of their status and provide guidance on steps in the application process
Leasing and Occupancy Management:
- Prepare and execute lease agreements, ensuring tenants understand their rights and responsibilities
- Conduct tenant orientations and assist with tenant move-in inspections
- Monitor tenant compliance with lease terms and housing authority policies
Certifications and Recertifications:
- Manage annual and interim recertification processes, including income verification and rent calculations
- Ensure timely completion of all required documentation and maintain accurate tenant files
- Conduct periodic audits of tenant files to ensure compliance with regulations and internal policies
Customer Service:
- Serve as the primary point of contact for tenants regarding occupancy-related inquiries
- Provide information and assistance to tenants about housing programs and policies
Compliance and Reporting:
- Ensure compliance with federal, state, and local regulations, including HUD guidelines
- Prepare and submit required reports to regulatory agencies and housing authority management
- Stay informed of changes in housing regulations and update processes accordingly
- Maintain confidentiality of tenants and applicants
Administrative Support:
- Maintain accurate and organized records, both electronic and paper
- Assist with the preparation of reports, presentations, and other documentation as needed
- Support special projects and initiatives related to occupancy and tenant services
Driving is an essential function of this position, as the role requires regular travel to various locations. A valid driver's license and a reliable vehicle are necessary to ensure timely and efficient completion of tasks. The ability to drive safely and responsibly is critical for success in this role.
Qualifications
Education and Experience:
- High school diploma or equivalent required; Associate degree or higher preferred
- Minimum of two (2) years of experience in property management, housing administration, or a related field
- Experience with HUD/Rural Development/Low-Income Housing Tax Credit regulations and affordable housing programs is highly desirable
Skills and Competencies:
- Strong understanding of occupancy processes and tenant management
- Excellent verbal and written communication skills
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and property management software
- Strong organizational and time-management skills with attention to detail
- Ability to handle sensitive information with confidentiality and integrity
- Strong interpersonal skills and customer-service orientation
Other Requirements:
- Valid driver’s license and reliable transportation
- Ability to pass a background check
