Maintenance Technician – Full-Time

DEPARTMENT: Property Management

RESPONSIBLE TO: Executive Director and Operations Manager

SUPERVISES: None

WORK SCHEDULE: 40 hrs. a week. Some flexibility is required. Non-Exempt.

SALARY & BENEFITS: Salary range: $25.50 –$29.87 per hour (DOE) with Medical, Dental, and Vision Insurance (employer pays 80% of premium), WA State Pension, twelve paid holidays a year, and the accrual of 8 hours of paid vacation and 8 hours of paid sick leave a month.

The ideal candidate has several years of professional experience in property maintenance and/or construction, reliable transportation, a basic understanding of client services, and robust knowledge of using tools and equipment. DUTIES AND RESPONSIBILITIES:

General Statement of Job:

Under direction, leads, coordinates, and participates with site management and site maintenance staff in performing a wide variety of skilled and semi-skilled building maintenance tasks for HAOC properties, which may include plumbing, electrical, mechanical, tile, carpentry, painting, grounds, and minor appliance repair. Provides guidance and training to less experienced employees, ensures work quality and adherence to established policies and procedures, and assists with other skilled maintenance duties as assigned.

On-call position for emergency situations.

Carries an agency cell phone for work purposes. Must have the phone charged and available while on duty. All agency cell phones are equipped with a location app to ensure staff safety.

Essential Job Functions

The duties and responsibilities of the Maintenance Technician include, but are not limited to, the following:

  • Perform a wide range of skilled maintenance and repair work to help ensure the proper condition, safety, and sanitation of all HAOC’s units.
  • Coordinates rehabilitation work on vacant units with site management and maintenance.
  • Address common maintenance issues across all HAOC properties.
  • Perform general plumbing, water, electrical, and HVAC inspections and repairs for multi-family residences.
  • Perform repairs and installations of kitchen and bathroom fixtures and appliances and replace damaged systems.
  • Assist with painting, drywall, plumbing repairs, installation of water heaters and bathroom surrounds, basic electrical, ballast changing, cleaning, rekeying, light carpentry repairs, and general repairs to all building systems of common areas.
  • Conduct routine inspections, repairs, and preventative maintenance to ensure that plumbing, electrical, HVAC, and irrigation systems operate correctly.
  • Follow HAOC’s procurement policy for purchasing and transporting supplies, parts, and equipment, as necessary.
  • Inspect the property to determine units or systems that require maintenance or repair and report any needed work to the Site Manager and Operations Manager.
  • Communicate effectively with all members of the team to ensure the timely resolution of maintenance issues.
  • Perform emergency repair services according to HAOC policy.
  • Log hours worked, track receipts of supplies and parts purchased for maintenance projects and provide reports to the property manager and accounting department
  • Assist the Property Management team to identify areas of improvement for increased efficiency and productivity.
  • Perform other essential duties and tasks as assigned.

QUALIFICATIONS:

· High school diploma or GED certificate

· Working knowledge of plumbing, heating, HVAC, and electrical systems

· Skilled with a variety of hand and power tools

· Reliable transportation to and from work sites

· Valid driver's license

· Must pass a background check

· Physical ability to bend, crouch, climb ladders, and crawl into awkward spaces

· Must be able to lift fifty pounds at a time, move and handle equipment

· Prolonged periods of standing and walking

· Prolonged periods of working outside in variable weather conditions

· Property maintenance or construction: 5 years (Required)

KNOWLEDGE, ABILITIES AND SKILLS:

· Proficient in computer applications such as Microsoft Word and Microsoft Excel.

· Ability to work effectively and cooperatively with a variety of people and personalities, including clients under significant stress.

· Ability to manage workloads, work independently, and manage time effectively.

· Ability to exercise sound judgment and make well-informed decisions.

· Ability to interpret, understand, and apply complex rules and regulations.

· Ability to understand and execute oral and written instructions and policies.

· Ability to perform routine mathematical functions with accuracy.

· Strong organizational skills include the ability to work well with others when taking direction and taking the initiative when necessary to achieve the agency’s goals successfully.

PHYSICAL/EQUIPMENT REQUIREMENTS:

· Must be able to operate a variety of tools

· Ability to physically inspect the properties in their entirety, including the use of stairs, elevators, doors, locks, and windows.

· Ability to withstand area weather conditions and serve on-call, as scheduled, or as necessary (an agency cell phone will be provided).

· Ability to respond effectively to dissatisfied clients and community members.

HAZARDS:

· Winter travel includes mountain passes (HAOC vehicles are available).

· Occasional work in unsanitary or infested units (HAOC provides PPE as needed).

LICENSES AND OTHER REQUIREMENTS:

Valid Washington State driver’s license with a fully insurable driving record and the ability to operate and drive a motor vehicle. Obtain and maintain First Aid and CPR certification.

TERMS OF EMPLOYMENT:

· Employment with the Housing Authority is “At-Will,” which means an employee can be terminated at any time with or without cause.

· A pre-employment background check will be conducted. An acceptable driving record must be provided to the Housing Authority before the commencement of employment.

· HAOC participates in the E-Verify systems for eligibility to work in the USA.

· The Housing Authority of Okanogan County is a drug-free/alcohol-free agency. Zero tolerance and immediate termination could result if staff shows up at the work site under the influence of drugs or alcohol.

PERFORMANCE INDICATORS (used during evaluation processes)

1. Knowledge of the Job: Has knowledge of the principles, practices, policies, programs, and methods of the HAOC as they pertain to the performance of duties of the Maintenance Technician.

2. Quality of Work: Maintains high standards in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintain timely, effective communication and interaction with internal and external entities with whom the position interacts.

3. Dependability: Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policies, standards, and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human, and conceptual areas.

4. Attendance: attendees and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.

5. Cooperation: Accepts supervisory instruction and directions and strives to meet the goals and objectives of same. Offers suggestions and recommendations to encourage and improve cooperation intra-and inter-departmentally.

6. Coordination of work: Plans and organizes daily work routine. Checks in with supervisor and other team members to establish priorities for the completion of work in accordance with sound time-management methodology. Strives to duplicate efforts across the team.
