Core hours of operation : Monday - Friday (08 : 00a- 04 : 30p)
Compensation & Benefits :
The salary range for this position starts at $65,000. The salary offer will be contingent on experience, qualifications, and certifications.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Collaborate with the Executive Director to develop and monitor annual budgets, ensuring alignment with organizational goals and regulatory requirements.Monitor and analyze financial performance, providing regular reports and recommendations for informed decision-making.Supervise and guide accounting staff to ensure accurate and timely financial reporting.Prepare monthly and annual financial reports and budgets, maintaining fiscal accountability for grant-funded programs.Ensure compliance with HUD regulations, guidelines, and GAAP accounting principles.Manage finance systems and processes for accurate record-keeping and smooth operations.Monitor operational and capital program funds and deadlines, providing timely reports to the executive team.Evaluate and improve procurement and contracting procedures.Manage grant funds, ensuring adherence to deadlines and budget projections.Oversee grants management, reporting, monitoring, and timely close-out.Adhere to procurement policy and guidelines.Manage funds investment strategies and banking relationships.Ensure effective rent collection processes and maximize revenue.Oversee payroll, accounts payable, and compliance with regulations.Maintain a robust general ledger system.Prepare and submit timely and accurate HUD reports.Establish and maintain internal controls and procedures.Administer public housing subsidy program and Section 8 requirements.Develop financial plans and analyze data for cost-saving opportunities.Ensure compliance with federal, state, and local regulations.Collaborate with stakeholders to coordinate financial processes.Provide financial training and guidance to program staff.Coordinate audits and compliance reviews.Contribute to enhancing financial policies, procedures, and systems.Requirements :

Education and Experience :
A Bachelor's degree in Finance, Accounting, or a related field is preferred. However, we also consider equivalent experience or a combination of education and experience.Advanced degrees or professional certifications (e.g., CPA, CMA) are a plus but not required.Progressive Experience :Minimum of three to five (3-5) years of experience in finance or accounting, preferably within organizations that have received federal funding (such as subsidies or grants).Experience in financial management, including expertise in financial reporting, budgeting, grants compliance, and internal controls.Sector Knowledge :Familiarity with public or affordable housing is desirable, but we welcome applicants from diverse industries who can bring their expertise to our organization.Managerial Experience :Minimum three (3) years of experience in a managerial role directing the work of others and / or providing oversight for a program or function while demonstrating effective planning, fiscal responsibility, and team leadership.Financial Skills and Expertise :Strong knowledge of program regulations, accounting principles, and financial reporting requirements, particularly in federally assisted / funded programs (e.g., public housing and Section 8).Demonstrated expertise in financial analysis, budgeting, forecasting, and financial management systems.System Experience :Experience with financial systems such as YARDI, VMS, PIC, ELOCCS, FASS, or similar platforms is preferred. However, we value the ability to adapt and learn new systems, so equivalent experience with other financial software will also be considered.Proficiency in computer applications related to financial management and reporting.Leadership and Communication :Excellent leadership and communication skills, with the ability to present financial information clearly and influence decision-making.Strong analytical thinking, problem-solving abilities, and attention to detail.Ethical Conduct and Integrity :A commitment to maintaining integrity in financial practices and adherence to ethical and professional conduct standards.Project and Program Management :Proven ability to manage complex situations, programs, and projects and to develop and implement effective strategies.Demonstrated ability to work effectively with diverse funding sources and stakeholders, fostering an inclusive and collaborative work environment.Flexibility and AdaptabilityAbility to meet the agency's fidelity bond requirements and adapt to changing organizational needs.BEHAVIORAL COMPETENCIES
