Salary Range H: $70.32 hourly to start. Full Range: $146,257 - $221,227 annually

Reports To: CFO

Position Status: Full Time, Exempt

 

Position Purpose

The position is responsible for directing the Finance & Accounting department. This role will also be responsible for interpreting federal regulations and program guidelines, planning, organizing, and monitoring day-to-day operations.

 

Essential Job Duties and Responsibilities

  1. Responsible for accounting, budgeting, cash flow, bond compliance, annual report and audit functions of the Housing Authority
  2. Plans and coordinates the work of departmental staff, assigning work and special projects in areas of functional responsibility.
  3. Coordinates with LIHTC partners/investors and auditors.
  4. Proposes departmental budgets and monitors expenditures and budget variances to prevent overruns. Works with financial analyst to plan and improve budget process.
  5. Interprets, implements, and stays current on federal and state rules and regulations.
  6. Prepares or oversees audit preparation of regular financial reports required by a variety of outside organizations, including the state auditor, state and federal agencies, insurance companies, financial institutions, and grantors.
  7. Monitors cash flow and directs institutions in making investment decisions of unencumbered cash reserves. Makes investments in accordance with established legal and internal constraints.
  8. Responsible for overseeing the development, implementation and review of all departmental policies and procedures which support strong internal controls.
  9. Oversees preparation and distribution of monthly departmental financial reports, works with report recipients as needed in interpreting financial information applicable to their operations. Partners with other departments. Creates strong, collaborative relationships both within and between departments. Strives for world class customer service both internally and externally.
  10. Regularly evaluates revenue/expenditure trends and the agency's financial condition, advising the CFO as needed on problem areas and opportunities. Recommends and maintains HASCO in as solvent and financially sound position as possible.
  11. Attends Leadership Meetings and represents the Accounting and Finance Department. Offers input and guidance from an organizational standpoint as well.
  12. Attends Board of Commissioners Meetings as necessary. Presents the quarterly financial reports, annual budgets, and department updates.
  13. Ensures completion of employee evaluations of assigned staff. This includes performance objectives and monitoring. Provides clear and continual feedback to staff to promote growth, effectiveness, and a high level of morale and job satisfaction.
  14. Performs all duties of subordinate level employees as required. Ensures all department roles are backed up appropriately.
  15. Other duties as assigned by the CFO.

 

Supervisory Responsibilities

Responsible for hiring, training and supervising assigned staff and providing back-up supervision for other staff as needed. Provides clear and continual feedback to staff.

 

Qualifications and Competencies

  • Knowledge of the principles and practices of planning, departmental organization and administration.

  • Skill in counseling and motivating employees who work in a high stress environment.
  • Ability to manage projects from inception to completion. Can develop project plans and systems to track project goals and timeframes.
  • Ability to read and interpret complex government rules and regulations; ability to understand and implement policy and procedures which comply with applicable laws.
  • Thorough and attentive to details; able to prioritize and multitask; proactive and detail oriented. Ability to maintain organization in a changing environment.
  • Exercise sound professional judgment. Establish and maintain effective working relationships with external contacts and HASCO staff.
  • Ability to work within program guidelines and regulations while maintaining an enthusiastic, energetic and motivated attitude.
  • Exhibit an understanding of concern for the needs of those experiencing poverty. Ability to work cooperatively with a wide range of individuals and interests using a Trauma-Informed lens. Understand the wide impact of trauma and how to avoid re-traumatization of those interacted with.
  • Valid Washington State Driver’s License and acceptable driving record at time of appointment and throughout employment are required in this position.

 

Education and/or Experience

A typical way to obtain the qualifications and competencies is:

Bachelor’s Degree or equivalent in Accounting, Finance or Economics related field. CPA designation and/or MBA highly preferred. Eight to ten years’ relevant work experience in management and supervision in compatible field or profession or any equivalent combination of education, training and previous work experience that provides the required skills, knowledge and abilities.

 

Communication Skills

Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic and ethnic backgrounds; individuals with disabilities hindering communication; and individuals lacking fluency in verbal or written English. Exhibits diplomacy and effective listening skills when communicating with clients and staff members.

 

Computer Skills

Working knowledge of Microsoft Excel, Outlook and Word. Ability to perform thorough internet searches, accurately complete data entry logs and clearly transmit information through email.

 

Work Environment and Physical Demands

While performing the duties of this job, the employee is required to regularly sit, talk and/or hear. The employee will constantly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer. The employee is occasionally required to reach with hands and arms. The employee must also occasionally lift and/or move up to 15 pounds. Specific vision abilities include close vision and color vision.

Work may be performed at the main office in Everett, WA, or remotely and will be in an indoor, office environment. While performing the duties of this job, the employee will operate standard office equipment including computers, telephones, and related equipment.

 

Contacts

Work requires frequent contact with HASCO staff, Board of Commissioners, local public officials, Federal, State and County Program Administrators, attorneys, financial lending institutions, social service agencies, residents, property management companies, representatives from other agencies and businesses, and the general public.
