Housing Specialist

Grade 6

Position Status: Essential

FLSA: Non-Exempt

Job Summary:

As a Housing Specialist focused on Section 8 housing, you will play a vital role in ensuring access to safe, affordable, and well-maintained housing for eligible individuals and families. Your primary responsibility will be to administer the Section 8 Housing Choice Voucher Program, facilitating the process from application to compliance monitoring. You will work closely with program participants, property owners, and other stakeholders to ensure the successful and compliant operation of the Section 8 program.

Key Responsibilities:

1. Application Processing:

- Review and process Section 8 housing applications, determining eligibility based on established guidelines.

- Conduct interviews and gather required documentation from applicants.

- Maintain accurate records of application status and eligibility determinations.

2. Voucher Issuance:

- Issue Housing Choice Vouchers to eligible applicants.

- Provide clear and comprehensive information to voucher recipients regarding program rules, regulations, and responsibilities.

3. Landlord Engagement:

- Collaborate with property owners and landlords to ensure their understanding of the program requirements and encourage participation.

- Conduct housing quality inspections to ensure units meet Section 8 standards.

- Maintain positive and productive relationships with landlords to secure affordable and safe housing options.

4. Case Management:

- Provide ongoing case management to Section 8 participants, including assistance with annual recertification, lease renewals, and changes in family composition.

- Address participant questions and concerns promptly and professionally.

5. Compliance Monitoring:

- Conduct regular property inspections to ensure compliance with program standards.

- Monitor participant income changes and ensure rent calculations are accurate.

- Take appropriate action in the event of non-compliance, including corrective action plans and, if necessary, termination of assistance.

6. Documentation and Reporting:

- Maintain accurate and organized records of all interactions and transactions related to the Section 8 program.

- Prepare and submit reports to supervisory and regulatory agencies as required.

7. Education and Outreach:

- Conduct outreach to potential applicants and landlords to expand program participation.

- Educate stakeholders on the benefits and requirements of Section 8 housing.

Qualifications:

- AA degree in social work, public administration, or a related field preferred.

- Prior experience in Section 8 housing or housing assistance programs is a strong advantage.

- Knowledge of federal, state, and local housing regulations and policies.

- Strong organizational, communication, and problem-solving skills.

- Ability to work with diverse individuals and communities.

- Proficiency in relevant software and data management tools.

- Valid driver's license and reliable transportation

- Ability to maintain confidentiality and work with sensitive information.

Working Conditions:

- This position may require occasional off-site property visits.

- The work environment may include both office and field-based responsibilities.

- May involve occasional travel to attend training or meetings.

Job Type: Full-time

Pay: $45,614.40 per year
