The Housing Authority of the City of Austin (HACA) is looking for a highly motivated and detail-oriented Data Manager and Trainer. The Data Manager is responsible for executing training and data management activities to ensure compliance and high-quality operational standards within the Assisted Housing Division. HACA has been a leader in affordable housing in the City of Austin for more than 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, HACA provides access to safe, stable housing to over 20,000 individuals.
What you will do in this position:
Data and Systems Management
- Serve as the security administrator for various HUD and partner portals
- Maintain and audit staff access to secured systems, including creating new users, removing users, resetting passwords, documenting portal usage reports, and responding to staff requests
- Audit OAG Child Support Portal usage as the OAG Administrator, conduct quarterly reviews of search data, prepare reports, approve new users, document portal activity, and liaise with OAG staff
- Perform database maintenance, including updating the HCV database, department Excel worksheets, and Access databases
Reporting
- Create data reports to support compliance monitoring and evaluate program performance, including department summaries, staff screening reports, and other requested analyses
- Analyze and monitor PIC error data to ensure accuracy and timely correction
- Conduct monthly reconciliations of HUD PIC Reports and HACA data, train staff on PIC/Elite data correction, and identify trends to ensure accurate data entry
- Analyze EIV reports, including New Hires, Existing Tenant, Multiple Subsidy, Identity Verification, Deceased Tenant, and Immigration reports.
- Evaluate HUD SEMAP monitoring and department summary reports, ensuring timely follow-up on delinquent items and providing monthly caseload status reports to the Vice President of Assisted Housing
Training
- Contribute to the development and updating of the new hire training curriculum
- Conduct classroom training for new hires
- Provide ongoing training sessions on practices, policies, and procedures related to HCV and other rental assistance programs in compliance with HUD regulations
- Attend HUD-sponsored training sessions to stay current on program requirements and implement necessary updates
Policy Development
- Assist in creating and updating policies for the Housing Choice Voucher Program (HCV) and other rental assistance programs, ensuring compliance and operational efficiency
- Stay informed about HUD PIH notices relevant to the HCV program and disseminate updates to staff
- Develop and maintain screening criteria and procedures to ensure adherence to program requirements
- Monitor and identify potential policy or procedural weaknesses, ensuring compliance with regulations

Qualified candidates must possess:
- Bachelor's degree in a related field or equivalent professional experience
- Proven experience in data management, training, and program compliance
- Strong analytical and reporting skills with advanced proficiency in Excel and database management
- Effective communication and training skills
- Familiarity with HUD regulations and requirements
- Detail-oriented with the ability to manage multiple tasks and meet deadlines
- Knowledge of general office practices and procedures, business English and basic arithmetic
- Willingness and ability to quickly learn new software systems
- Strong time management and organizational skills
Preferred candidates will also possess the following skills and abilities:
- Knowledge of HUD and Housing Authority policies and practices pertaining to the PBRA and HCV programs, regulatory compliance, the affordable housing industry
- Proficiency with secure systems such as PIC, EIV, SAVE, and related portals
- Spanish language proficiency
