The Housing Authority of the City of Austin (HACA) is looking for a highly motivated and detail-oriented Family Self-Sufficiency (FSS) Coach to join our Austin Pathways team. The FSS Coach is responsible for the development and delivery of comprehensive service coordination for Project-Based Rental Assistance (PBRA) participants within the Family Self-Sufficiency (FSS) program. HACA has been a leader in affordable housing in the City of Austin for more than 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, HACA provides access to safe, stable housing to over 20,000 individuals.
What you will do in this position:
- Action Plan & Policy Management:
- Develop, maintain, and update FSS Action Plans and relevant program policies.
- Outreach & Enrollment:
- Implement an outreach strategy and enroll FSS participant families, managing a caseload of 25-50 families, with an emphasis on increasing participant numbers throughout the grant period.
- Individualized Service Plans:
- Prepare Individual Training and Services Plans (ITSP) for the head of household and each adult family member electing to participate in the FSS program.
- Partnership Development:
- Build and maintain partnerships with employers, nonprofits, and service providers. Coordinate with the Program Coordinating Committee (PCC) and local agencies to connect participants to necessary services.
- Perform job development functions and collaborate with the Workforce Development Manager on employment opportunities.
- Financial Education & Coaching:
- Ensure access to financial literacy programs, including workshops on credit, debt, savings, budgeting, and asset building, to help participants make informed financial decisions and achieve self-sufficiency.
- Monitoring & Support:
- Monitor participants' progress, address barriers to income growth, and collaborate with HACA Property Management to resolve any issues impacting self-sufficiency.
- Ensure that services specified in the Contracts of Participation are provided consistently and escrow accounts are properly maintained, including annual statements for families.
- Program Promotion & Engagement:
- Represent the FSS program at Resident Council and Citywide Advisory Board meetings and provide relevant updates and feedback to the supervisor for follow-up actions.
- Support program visibility and engagement through outreach and regular communication with residents and staff.
- Documentation & Reporting:
- Prepare monthly reports, accurately enter participant data, and maintain comprehensive documentation of program activities.
- Handle purchase orders and reconcile receipts in a timely manner to ensure proper program financial management.
- Event Coordination & Support:
- Work with the FSS team to plan workshops, webinars, graduation ceremonies, and other events for participants, including community development events like holiday distributions and youth incentive programs.
More about this position:
Qualified candidates must possess:
- Bachelor's degree in Social Work, Human Services, Business Administration, Public Administration, or a similar field from an accredited college or university.
- Two years of experience in public agency or social services work, or an equivalent combination of education and experience.
- Highly organized with excellent written and verbal communication skills
Preferred candidates will also possess the following skills and abilities:
- Bilingual (Spanish is preferred)
- Strong knowledge of community resources and social services, particularly workforce development.
- Experience in service coordination and a working understanding of HUD rules and regulations
- Familiarity with local employment trends and basic state and federal employment laws.
- Experience in implementing self-sufficiency services and understanding assessments and goal-setting frameworks.
- Ability to collaborate and communicate effectively with partner organizations and community stakeholders.
Certification and Licensure:
- Bondable.
- Valid Texas driver's license.
- Eligibility for coverage under Housing Authority fleet auto insurance.
- Complete Nan McKay FSS training and pass the course exam within the first year of employment.
