The Housing Authority of the City of Austin (HACA) is looking for a highly motivated and detail-oriented YES/FSS Manager) to join our Austin Pathways team. The YES/FSS Manager manages a broad range of Austin Pathways initiatives for HACA residents and oversees Family Opportunity programs, federally funded self-sufficiency programs, and Youth Educational Success programs. HACA has been a leader in affordable housing in the City of Austin for more than 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, HACA provides access to safe, stable housing to over 20,000 individuals.
What you will do in this position:
- Supervisory Role:
- Manages staff delivering high-quality resident services to alleviate poverty and promote self-sufficiency.
- Implements strategies and establishes annual key performance indicators in coordination with the Senior Director of Community Development.
- Oversees selection, supervision, organization, and performance evaluation of staff and resident ambassadors.
- Program Implementation & Development:
- Collaborates with staff and partners to develop a culturally competent, site-based resident model focused on self-sufficiency and resident engagement.
- Oversees resident outreach, stakeholder engagement, partner coordination, and needs assessments for youth residents and self-sufficiency programs.
- Develops and maintains partnerships with organizations providing self-sufficiency services, workforce development, and youth education.
- Strategic Planning & Execution:
- Leads development and implementation of annual work plans and project timelines.
- Ensures all deliverables are met for Youth Educational Success and federally funded self-sufficiency programs.
- Works closely with Austin Pathways staff, other HACA departments, and community partners to resolve programmatic and regulatory issues.
- Program Compliance & Evaluation:
- Ensures compliance with grants and program regulations.
- Evaluates the effectiveness of Youth Educational Success and self-sufficiency programs.
- Leads the HACA Austin Pathways Resident Scholarship Program and coordinates the annual scholarship ceremony in collaboration with the Events Coordinator.
- Grants & Funding Management:
- Develops grant applications, plans, budgets, and reports.
- Identifies and analyzes grant, programmatic, and regulatory requirements.
- Establishes benchmarks, ensures compliance, and oversees contractor procurement.
- Partnerships & Communication:
- Plans and leads regular meetings and calls with government and nonprofit partners.
- Prepares and submits monthly HACA Board reports, grant reports, and other required documentation.
- Oversees procurement for Youth Educational Success and self-sufficiency programs, ensuring compliance with HACA rules and procedures.
- Creates and reviews technical documents such as RFQs/RFPs, FAQs, and community outreach materials.
More about this position:
Qualified candidates must possess:
- Bachelor's degree in Public Administration, Social Work, Political Science, Urban Planning, Business, or other relevant field required.
- Five (5) years of progressively responsible experience in human services, government, workforce development, affordable housing, or community development and at least five years of supervisory experience required.
- Highly organized with excellent written and verbal communication skills
Preferred candidates will also possess the following skills and abilities:
- Master's degree is preferred.
- Bilingual (Spanish is preferred)
- Ability to manage challenging situations and difficult people while maintaining a professional and compassionate demeanor. Ability to establish and maintain effective working relationships with co-workers, program participants and persons outside the Housing Authority.
- Ability to author reports, complete forms, compose letters and effectively communicate both verbally and in writing.
Certification and Licensure:
- Bondable.
- Valid Texas driver's license.
- Eligibility for coverage under Housing Authority fleet auto insurance.
