POSITION TITLE: Family Self-Sufficiency Coordinator
POSITION SUMMARY: The Family Self-Sufficiency (FSS) Coordinator provides case management services to participants in the FSS Program to help them move towards self-sufficiency and achieve their program goals. Provides outreach services to prospective FSS participants. Identifies and obtains supportive service resources for clients to help them overcome barriers to education and employment. Performs program administrative functions such as conducting meetings, keeping records and preparing letters and reports.
MAJOR DUTIES AND RESPONSIBILITIES:
Develops and implements the Family Self-Sufficiency Program to facilitate the upward mobility of PBV or HCV Residents, including job training and development, education and social services.
Maintains knowledge of current regulations and laws pertaining to the mandated Self-Sufficiency Program. Ensures compliance with such regulations in all facets of program development, education, and social services.
Coordinates the recruitment and selection of program participants; develops individual action plans based on needs, assessments and case management; ensures proper support and preparation for job placements; recommends terminations of residents from the program as appropriate, and coordinates grievance procedures for families.
Coordinates services and activities with community agencies and businesses for the provisions of direct services and job training opportunities for residents. Monitors the growth and development of existing businesses and industries to support clients in employment and entrepreneurship.
Determines and recommends methods for increasing available resources, including funds, partnerships, and services.
Assists with public relations functions to increase public awareness of resident programming.
Provides effective counseling to residents and teaches classes in the areas of budgeting, credit repair, homeownership, employment, family relationships, self-esteem, etc. Provides crisis intervention when necessary.
Coordinates the process of determining eligibility for escrow.
Coordinates department activities with internal and external entities as appropriate.
Receives and responds to resident inquires, concerns, and complaints.
Represents the Housing Authority at meetings of local civic and community organizations; attends CHA community meetings.
Attends conferences, workshops, and training sessions as appropriate.
Receives, reviews, prepares and/or submits a variety of documents including vehicle maintenance forms, billing invoices, attendance records, job applications, performance appraisals, balance sheets, client records, production reports, training records, purchase orders, reports, memos, correspondence, etc.
Operates a vehicle and variety of equipment such as a computer, telephone, calculator, copier, and fax machine.
Interacts and communicates with various agencies groups and individuals such as the immediate supervisor, other agency administrators, subordinates, co-workers, residents, students, other governmental agencies, city agencies, educators, consultants, and the general public.
ADDITIONAL JOB FUNCTIONS:
Performs various administrative/office duties as necessary, including but not limited to typing correspondences and reports, copying and filing documents, requisitioning supplies, etc.
Coordinates special events and projects, including health fairs, workshops, career fairs, housing fairs, etc.
Provides counseling and placement services for residents.
Assists with childcare placement.
Performs other related duties as required.
QUALIFICATIONS: Graduation from an accredited college or university with major course work in Sociology, Social Work or Human Services, or related field. Two or three years’ experience in a social service agency or a related area, with hands-on case management experience. Must be able to work independently and possess strong interpersonal skills. An equivalent combination of education, training and experience which provides the required knowledge and abilities may be considered sufficient.

Requires the ability to read a variety of policy and procedure manuals, financial documents, budgets, federal register, reference materials, etc. Requires the ability to prepare required reports, correspondence, evaluations, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with pose, voice control, and confidence.
Must obtain FSS Certification within one year of employment.
Requires the ability to apply logical thinking to define problems, collect data, establish facts and draw valid conclusions; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.
Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions, to counsel and teach employees and clients. Must be able to communicate effectively and efficiently with persons of a variety of educational and cultural backgrounds, and use counseling, budgeting, and marketing terminology.
Requires physical capability to operate a variety of machines and equipment, including a computer, vehicle, telephone, and calculator. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing periods of time. Must be able to lift and/or carry weights of five to ten pounds.
