CHARACTERISTICS OF THE CLASS : Under the general direction of a departmental supervisor, assists in the administration and implementation of departmental procedures, and programs. Incumbent performs research on departmental issues, disseminates information, develops and prepares documents and reports, and performs related professional duties. This classification is intended to provide the incumbent with a broad exposure to organizational operations.

The Policy & Innovation Department oversees the legislation coordination, media and public relations, grant management and external partnerships, agency data and performance management, and partnership relationships for a variety of projects throughout the City of Los Angeles. The team is also implementation lead for our 25-Year Vision Plan to establish operational, structural and financial approaches to preserving our affordable housing stock, creating new affordable housing opportunities and increasing the health and well-being of the residents we serve and the communities where we operate. We achieve this through building organizational stability, implementing evidence informed administration and enhancing talent capacity. This internship opportunity provides hands-on experience in the Policy & Innovation Department within the following two intertwined yet distinct tracks :

  • Government and Media Relations, Data Analysis and Public Policy : Assisting with policy development for operational advancement, supportive stakeholder relationships and long-range planning, creating communication and marketing materials, supporting data and business analytics, program design and development, systems management and team operations, logistical planning, and set up and participation in strategic engagement meetings, events, and activities with both internal and external stakeholder groups.
  • Grants, Partnerships and Relationship Development : Analyzing grants and funding opportunities, researching partner opportunities, supporting fundraising and grant proposal projects, competitive procurement, and supporting oversight of grant and partnership agreements and related strategies to increase positive outcomes for residents.

EXAMPLES OF ESSENTIAL FUNCTIONS :

  • Researches departmental concerns; gathers and analyzes data; prepares reports, white papers, procurement packages, policy documents and correspondence; reviews opportunities and assists in preparation and submission of grant applications, requests for proposals, and related activities.
  • Creates presentations, outreach, and marketing materials and assists with logistical planning efforts for meetings and events.

    Develops and maintains departmental systems, databases, records, and documentation; completes, types, copies, enters and / or files standardized documents; supports development of automations, and informs supervisor of policy and procedural activities.

    Interprets legislation, administrative orders, regulations, policies and procedures.

    Acts as liaison with other business units, departments, developers, community stakeholders, consultants and agencies to gather, analyze, and disseminate information.

    Assists with research and policy development, procedures and programs related to strategic operations.

    Assists with the details of long-range and short-term planning for HACLA's public housing sites, strategic operations and other business units as applicable.

    Researches, compiles and reviews data collected for accuracy, provides analysis and recommendations.

    Plans, sets up, attends and acts as administrative support at meetings.

    MINIMUM REQUIREMENTS : Current enrollment in a graduate program and graduation from an accredited college or university with a bachelor's degree in urban planning, public policy, marketing, data science, organizational development, public or business administration or closely related field, supplemented by one (1) year of experience in providing research and analysis assistance.

    Special Requirements : Must possess a valid California Class C Driver's License.

  • Pension Plan :
  • HACLAretirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years.
  • For Classic members, the pension formula is 2.7% at 55 with members contributing 8% of their wages towards their retirement.

  • For PEPRA members, the pension formula is 2% at 62, with members contributing 7.75% of their wages towards their retirement.
  • CalPERS will make the determination regarding the type of membership for which the eligible employee will qualify.
  • General Leave / Holidays / PTO :
  • Annual leave accruals vary, depending upon the type of job / position (membership in employee organizational group) and years of service. Length of service increases accrual rates by employee organizational group when service requirements are met.
