Definition: Under the direction and supervision of HACLA leadership, managers, or other assigned supervisor, performs various tasks pertaining to Section 8 and other rental assistance programs. Accurately disseminates information about all rental assistance programs administered by the Housing Authority, responds to all inquiries timely, and resolves issues appropriately in a highly professional manner.

Characteristics of the Class: Positions of this class work under minimal supervision and serve as caseload management experts which will require flexibility to handle cases in all aspects and/or manage more complex cases. Incumbents in this position will follow specific instructions in the use of Authority manuals, handbooks, and HUD guidelines to perform various tasks pertaining to initial leasing through continued occupancy, enforcement of HUD standards, and communication with residents and landlords to ensure program compliance. The work involves interviewing, contracting, assisting and directly working with current or potential eligible program participants. Incumbents may be assigned to perform duties of a lower classification on an as needed basis. Examples of Essential Functions
  • Manage multiple cases simultaneously in all aspects including interviewing, contracting, assisting and directly working with applicants and participants
  • Receives, reviews for accuracy, and processes applications for admission and continued occupancy in Housing Authority programs
  • Interviews applicants to obtain required data regarding income, assets and family composition to determine eligibility for program assistance.
  • Verifies information given by applicants with employers, public and private health, welfare agencies, and others
  • Notifies applicants of eligibility requirements, methods of selecting prospective tenants, and housing opportunities
  • Interprets and applies Housing Authority policies and procedures
  • Selects applicants for tenancy and establishes waiting lists
  • Verifies comparable rents and inspection approval
  • Coordinates inspections of vacated property and makes home visits, on an as needed basis
  • Processes new tenant contracts and prepares leasing documents, including follow-up correspondence to applicants and landlords
  • Processes yearly contract renewals (including annual, interim, or special reviews)
  • Conducts certification sessions
  • Provides ongoing contract maintenance between participants, landlords, and the Authority including landlord rent increases and tenant vacates
  • Addresses tenant and owner complaints
  • Performs other  classification related duties as assigned
Knowledge, Abilities, and Skills
Knowledge of: 
  • Caseload management
  • Federal regulations and requirements to perform assignments relating to housing programs, including policies and procedures, and basic understanding of housing leases
Ability to:
  • Manage and maintain cases in all aspects from initial leasing to continued occupancy
  • Be flexible and manage multiple cases simultaneously
  • Utilize Elite, Yardi or similar housing software programs
  • Meet tight time constraints and deadlines in a fast-paced environment
  • Prepare weekly and monthly reports   
Skills:

Minimum Qualifications:
High school diploma  or equivalent -AND- two (2) years experience providing direct customer service in public or private sector fields including  public housing, social welfare, public health, employment service, counseling, vocational guidance, or a related field; -OR- an associate’s degree from an accredited college or equivalent college credits with specialization in Public or Business Administration -AND- one year of work experience; -OR- a bachelor’s degree from an accredited college or university with specialization in Public or Business Administration 

Special Requirements:  Must possess a valid California Class "C" Driver's License.EXAMINATION

Only the MOST QUALIFIED APPLICANTS will be invited to the testing process, which may include any combination of oral, written and/or performance examination.  Applicants must pass each phase of the testing process with a rate of 70% or higher to be placed on the "Certified List".  Generation of a Certified List does not mean that there are any vacant and available positions at this time.  The Certified List will be available for not less than 6 consecutive calendar months.
 
THE EXAMINATION FOR THIS POSITION WILL OCCUR ON MONDAY, MAY 5, 2025. . If you are invited to the examination process, you will receive an email from a recruiter at the Housing Authority NO LATER THAN MONDAY, APRIL 28, 2025.  This will be your only notice. There will be no changes to the date(s) of the examination.

All job offers are contingent upon successful completion of a pre-employment evaluation, which includes: a post-offer medical examination (includes drug and alcohol screening), criminal records check, employment history and education verification, and documentation of the right to work in the United States. 

Candidates will start at STEP 1 of an eight step salary range unless there are special exceptions in accordance with the Personnel Rules.
