What are the responsibilities and job description for the Plumber- Facility Services HVAC position at Housing Authority of the City of Pittsburgh?
Summary
The primary purpose of this position is to repair and maintain the housing facilities' water, sewer, and gas lines. The incumbent will also install faucets, hot water heaters, and plumbing fixtures to ensure that all plumbing codes are satisfied.
All activities must support the Housing Authority of the City of Pittsburgh ("HACP" or "Authority") mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
- Repairs and unclogs sewers, building drains, storm drains, faucets and plumbing fixtures in the housing units included : toilets, sinks, and bathtubs using various tools; ensures clog or repair is handled correctly and waste or used pipe is disposed of properly.
- Installs new plumbing fixtures in apartments; decides when new fixtures are needed and ensures that they work with the designed layout.
- Orders replacement or repair supplies in order to be prepared for routine and unusual plumbing repairs.
- Installs and repairs water heaters for apartments.
- Repairs and installs water pipes that have been damaged; tests backflow device to ensure it is working correctly.
- Repairs and installs gas lines to prevent gas leaks in the building; tests gas lines with gauges to ensure problem has been fixed or has not returned; disconnects and hooks up gas over ranges in apartments.
- Performs other duties as assigned.
Education and / or Experience
High School diploma or GED equivalent required along with journeyman-level experience or the completion of an approved apprenticeship program. Must possess a registered plumber's license from Allegheny County. Must possess a valid Pennsylvania driver's license and be insurable under the Authority's plan.
Technical Skills
To perform this job successfully, the employee should be able to successfully operate a variety of applicable hand-held tools and devices. Must have general and specific knowledge related to plumbing, including plumbing codes; gas, water, sewer, and heating lines; and all safety rules and practices. Must be able to read and apply blue prints / schematics and specifications. Must be skilled in soldering, laying out work design, and using power tools. The employee should have basic computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to travel to various Authority properties to oversee maintenance projects. Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending on-site meetings and off-site meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
