Summary
The primary purpose of this position is to assist the HCV department with accounting as it relates to the HCV and other Section 8 programs.). The incumbent will maintain financial records, analyze and reconcile monthly bank and investment statements, monitor compliance with all applicable regulations, and run and submit reports to the appropriate parties. The incumbent will maintain all HUD financial correspondence for the HACP HCV and other Section 8 programs, including but not limited to funding, reporting and year end settlements.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
Oversees Section 8 revenue and disbursements. Reports non-compliance and rectifies errors.
Approves Section 8 payments to other PHA’s, landlords and tenants as related to AR.
Maintains financial records by reviewing, analyzing, and reconciling monthly bank and investment statements for the HCV program. Maintains sub-ledgers to post HUD receipts, supplemental receipts, administrative fees earned, interest income, and voucher disbursements.
Forecasts subsidy appropriations and monitors compliance with HUD regulations.
Analyzes and reconciles Section 8 program accounts monthly. Closes monthly transactions and runs appropriate reports.
Maintains HAP Expenses and Receipts Schedules.
Develops financial reports and performs analysis as required.
Monitors and performs analysis of program performance.
Works with Portability Representatives in Section 8 to monitor and streamline portability process.
Works with Accounts Payable to monitor and streamline outstanding checks and Section 8 direct deposits.
Maintains Section 8 Accounts Receivables and Back Charges.
Maintains financial processing for HCV FSS participants.
Assists the Controller as required in completing special assignments.
Performs other duties as assigned.
Education and / or Experience
Bachelor’s Degree in accounting or related field and a minimum of 5 years professional accounting experience. An equivalent combination of education and experience may be considered.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word Excel, and Gmail). Must have the ability to learn other computer software programs as required by assigned tasks.
