SUMMARY
Under the direction of the Executive Director, leads and participates in the day to day functions of Human Resources in accordance with federal/state laws, and policies and practices of the organization. Provides leadership and support for Agency staff in Human Resources related issues. Ensures overall Human Resources strategy is in support of the Agency’s Vision, Mission and Objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Plans, organizes, selects, motivates and trains the Human Resources staff, oversees Human Resources functions, and provides routine management reports to the Executive Director regarding Human Resources performance.
Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
Plans and carries out policies relating to all phases of personnel activity: Recruits, tests, interviews, and makes recommendations for selection of employees to fill vacant positions.
Plans and conducts new employee orientation to foster positive attitude toward company goals and to provide new employees with information about the agency’s policies and benefits.
Manages the benefits program for all employees and ensures that program design, vendor selection and program administration reflect the organization's targeted competitive position and financial objectives.
Oversees Human Resources recordkeeping by reviewing/auditing personnel files, and documenting critical events to ensure accurate records are kept in compliance with all Federal, State and local laws and reporting requirements.
Manages and oversees the organization's safety programs and practices to include Workers Compensation review, to promote a safe workplace and ensure state and federal regulatory compliance. Acts as Safety Coordinator and oversees Safety Committee. Serves as agency representative for California Housing Workers Compensation Authority (CHWCA). Administers the Agency Wellness Program.
Revises Agency Personnel Policies as needed.
Coordinates agency-wide management and employee training
Advises management in appropriate resolution of employee relations issues. Supervises grievance resolution procedures.
Responds to inquiries regarding policies, procedures and programs.
Administers performance review program to ensure effectiveness, compliance, and equity within organization. Manages disciplinary actions and may work with Agency counsel on employee litigation issues.
Administers benefits programs such as life, health, dental and disability insurances, pension plans, and leave plans.
Administers the Agency Workers Compensation Program including accident investigation and reporting.
Conducts compensation surveys and recommends appropriate pay and benefits.
Represents organization at personnel-related hearings and investigations.
SUPERVISORY RESPONSIBILITIES
Directly supervises at least one clerical employee assigned to Human Resources. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Requires any combination of training, education, and experience equivalent to a Bachelor’s degree in Human Resources, Business Administration or related field, and a minimum of five years of progressively responsible work experience administering human resources functions including interpreting and applying state and federal law or its equivalent. Certifications in Human Resources highly desirable.
