Position Summary
Under the supervision of the Section 8 Director, performs responsible administrative and clerical work performing occupancy duties related to the Section 8 Program. Responsibilities include eligibility determination, rent determination, general housing assistance, and continued eligibility determination.

Schedules and conducts annual re-certification in standard time frame established by regulations and LHA policy and determines continued eligibility for applicants of the RAD program by performing background checks, third party verifications and other criterion based on regulatory requirements. Compares Tenant Reported data with EIV to detect discrepancies
Calculates rent, retroactive rent increase or credit (when appropriate) and gross family contribution based on program guidelines and regulations.
Perform interim rent changes for residents of Public Housing, based on program guidelines and regulations.
Conduct screening process for all applicants Responsible for processing and verifying all information for pending applications and recertifications.
Establishes and maintains liaison with other agencies to facilitate detection and elimination of fraud and program abuse.
Maintains and updates resident files and records.
Responds to resident questions concerning rent determination.
Prepares and mails a variety of notices and performs other clerical duties as required.
Attends training as necessary to keep abreast of changes in regulations.
Transmits tenant data to HUD online system ensuring successful transmission
Confirms Data in HUD System and reconciles with LHA data
Design reports using data extracted from both HUD’s online systems and LHA software.
Reports discrepancies to supervisor and appropriate property manager.
Verify tenant reported data at move in with EIV when data is available in EIV System (usually within 3 months
As needed, assists with application intake as well as application updates in preparation for issuing vouchers to applicants and RAD units.
Performs other duties as assigned.
Required Knowledge and Abilities
1. Knowledge of the general operations and procedures of a Public Housing Agency (PHA).
2. Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners.
3. Knowledge of community/social services available locally and through local, state, and federal agencies and/or funding sources.
4. Knowledge of report preparation techniques and procedures and a demonstrated ability to prepare and evaluate professional and technical reports and other documents.
5. Knowledge of modern office equipment including copiers, personal computers, calculators, facsimile machines, etc.
6. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.
7. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing.
8. Ability to establish and maintain effective working relationships with co-workers, residents, HUD, the general public, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
9. Ability to work in less than ideal conditions, e.g. noise, high traffic areas, etc.
Physical Requirements
1. Level of manual dexterity sufficient to allow for operation of typewriter, computer keyboard, telephone, facsimile machine, calculator, etc.
2. Ability to move, handle, or lift small objects around desk area, e.g. files, computer printouts, reports, calculator, pencils, legal pads, etc.
Minimum Education, Training, and/or Experience
1. Graduation from high school and a 2-year College Degree in business, sociology, etc.
2 Two (2) years of work experience preferably with a working knowledge and ability to work with the public and technology.
3. Any equivalent combination of education, training, and experience which provides the required knowledge and abilities may be considered sufficient.
4. Must take and pass the HCV Specialist Certification within 12 months of employment.
Special Requirements
1. Possession of a valid driver's license.
2. Ability to be bonded.
