Position Overview:
Under Housing Catalyst's mission, this position advances affordable housing development by overseeing planning, financing, and project execution, including Special Limited Partnerships (SLPs). Success is measured by the quality, pace, and performance of projects, requiring a balance between mission and financial sustainability. The role involves managing a project team of staff, consultants, and contractors, using advanced techniques and knowledge to handle complex assignments independently while receiving guidance on overall objectives and policies. An incumbent may manage a business area.
Job Duties
- Collaborate with Chief Real Estate Officer and Director on affordable housing projects
- Identify and implement projects using Low Income Housing Tax Credits and other funding sources
- Manage small rehabilitation and redevelopment projects
- Conduct pre-development work: site feasibility, zoning analysis, financial feasibility
- Support real estate negotiations for sustainable project pipeline
- Assist in obtaining entitlements and managing pre-development tasks
- Determine optimal deal structures and funding sources
- Oversee comprehensive project management of complex developments
- Prepare Board of Commissioner status reports and use project tracking tools
- Coordinate with various departments for project modeling and planning
- Assemble and manage design and construction teams
- Ensure construction compliance with scope, specifications, and contractual requirements
- Oversee development schedule and budget with construction personnel
- Prepare application materials and post-award documentation for funding programs
- Maintain relationships with industry organizations and contribute to policy planning

- BA/BS in community development, business, economics, urban planning, or related field
- Seven (7) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation
- Three (3) years of experience managing development projects in Colorado utilizing state or federal housing programs, particularly LIHTC
- Master’s Degree preferred

- Data gathering, synthesis, and analysis from multiple sources

- Reliable transportation for flexible scheduling and evening meetings
Residency Requirement: Applicants must be residents of Larimer or Weld County at the time of hire, or be willing to establish residency within six months from the date of hire.
Compensation
Initial Hiring Range: $95,912 - $114,320
Expected Salary Range: $95,912 - $123,760
Training Range for Candidates with Unfulfilled Qualifications: $86,000 - $95,440

Reduced Work Schedule Pilot: In 2023, Housing Catalyst launched a pilot program introducing reduced work schedules for participating employees, providing eight hours of paid time off per pay period. The initiative aims to foster employee engagement and assess the impact of increased flexibility on productivity. Eligibility is open to all 40-hour employees in good standing. Employees are expected to actively contribute to productivity improvements.
