The Emergency Services Program provides short-term shelter to individuals and households experiencing homelessness while they work towards permanent stable housing. The Emergency Services Program includes Interim Housing and Emergency Shelter. The Program also includes temporary “pop-up” shelter that the agency may create to deal with an emergency or emerging situation.

JOB SUMMARY :

The Director of Emergency Services is responsible for the oversight, management, and achievement of the agency’s emergency response to those in need of immediate and temporary shelter and interim housing services. This position assures quality service delivery that meets program goals and objectives, assumes program growth and development, personnel management, program resource allocation, and maintaining standards set by the agency and for program reporting.

JOB RESPONSIBILITIES :

Case Management Supervision

  • Hires and supervises designated program staff including conducting and / or planning initial program orientation.
  • Coaches and mentors program staff to achieve program goals and objectives.
  • Approves all client financial assistance requests according to funding and program policies and guidelines and submits applicable paperwork to finance department for processing.
  • Ensures client requests and provision of other concrete goods are processed in accordance with program policies and guidelines.
  • Responds to client grievance reports in accordance with the chain of command.
  • Provides crisis intervention as necessary and ensures completion of proper documentation including Incident Report form.
  • Ensures Interim Housing Manager, Emergency Shelter Manager and case managers are entering correct and timely HMIS information to ensure clients are on the internal homeless client list (HCL) and are facilitating timely CE assessments and completion of all necessary documentation for any type of housing opportunity.
  • Monitors client flow in and out of programs to optimize bed utilization and to ensure staff and clients remain focused on resolving housing as quickly as possible.
  • Identifies staff and volunteer development and training needs and provides solutions.
  • Conducts annual performance reviews, complete necessary documentation for interns.
  • Approves and submits in a timely manner staff timesheets (time management and time and effort reporting), time off requests, and expense reports.
  • Collaborates with Director of Impact, System Performance and Strategy to develop client-level program outcome objectives and measurement strategies, and appropriate documentation protocols.
  • Works collaboratively with the Program Team, the Director of Impact, System Performance & Strategy the Chief Program Officer in the ongoing planning, development, implementation, and evaluation of the program.
  • Works with the Volunteer Manager to design roles and assignments for volunteer involvement in Interim Housing Program.

Program Planning, Development, and Evaluation

  • Initiates program enhancements.
  • Embrace a continuous quality improvement mindset to improve program delivery and inter-departmental coordination.
  • Participates in agency-wide planning and evaluation.
  • Prepares and monitors program budgets.
  • Administration

  • Working with the System Performance Team, reviews monthly data quality reports in HMIS and other databases to ensure the accuracy of data and data entry.
  • Completes performance reports for public and private funders, including timely submission of billing information.
  • Participates in public funded monitoring visits as required.
  • Work with Chief Program Officer and Compliance Manager to maintain program manuals including updates to policies and procedures.
  • Participates in quarterly review of clients’ files to ensure compliance with all record keeping requirements.
  • Approves program supply requests and submits applicable paperwork to Finance Department for processing, oversee inventory control.
  • Other Responsibilities :

  • Meets regularly with Chief Program Officer.
  • Actively participates in all-staff and leadership meetings.
  • Participates in community education and outreach as requested.
  • Attends professional staff training courses as scheduled.
  • Attends networking meetings as assigned.
  • Represents the agency professionally and ethically when meeting with area agencies, funding bodies, donors, and other professionals.
  • Be aware of and respond to concerns of neighbors and the tenant in the building. Bring concerns to the attention of the leadership as appropriate.
  • Maintains a team approach with all staff in all work-related situations and with the staff of other agencies / organizations when collaborating on shared programs / grants.
  • Other duties as assigned.
  • QUALIFICATIONS :

  • Master’s degree in social services with a minimum of five years’ experience with at least two years in a supervisory role or Bachelor’s degree in social services with five years’ experience with at least three years’ experience in a supervisory role. Some lived experience may be substituted for work experience.
  • Demonstrated ability to provide supervision to a team of case managers and volunteers. Demonstrated organizational skills.
  • REQUIRED SKILLS :

  • Experience in leadership roles including supervision of staff in a social service setting.
  • Excellent public speaking skills a must.
  • Excellent communication skills both written and verbal.
  • Understanding of and sensitivity to the needs of people experiencing homelessness and other disenfranchised groups.
  • Embraces a Housing First philosophy
  • Good problem-solving skills and the ability to prioritize multiple tasks.
  • Ability to work with people of diverse social backgrounds and professional rank.
  • Knowledge and understanding of community resources and human services.
  • Good collaboration skills and the ability to work independently with limited supervision.
  • Basic computer skills, including knowledge of MS Office applications and the Internet.
  • Valid driver’s license, reliable transportation, and legally required insurance.
  • Crisis intervention and de-escalation skills.
  • Mental health and substance use recognition and accessing supportive services.
  • Consistent, reliable, and team oriented.
  • Must be able to manage multiple tasks and responsibilities.
  • Must have smart phone to utilize Agency communication and collaboration tools.
  • PHYSICAL REQUIREMENTS :

    While performing the duties of this job, the employee is regularly required to talk and hear, sit, use hands, reach with hands and arms, stand, walk, walk up and down stairs, kneel, drive with the ability to lift 25 pounds.
