Project Manager - Encampment Resolution Fund (ERF)
Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. The Encampment Resolution Fund Project Manager is responsible for developing, implementing, and evaluating outreach, case management, housing navigation, substance use and mental health support, and other direct service provisions for Housing Matters. The Encampment Resolution Fund Project Manager will report to, and partner with, the Director of Campus and Housing in the provision of services to Santa Cruz County’s unsheltered population with a focus on persons camping on Coral Street and the Harvey West neighborhood. Santa Cruz County’s ERF program is a multi-agency partnership and requires individuals with a high degree of experience working collaboratively toward a common goal.

Preferred Experience and Requirements
Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be :
2 - 4 years experience as a frontline social service provider for individuals or families experiencing homelessness preferred
3 additional years of management experience preferred, preferably in a nonprofit or similar social service
Bachelor’s degree required; related advanced degree or professional certification preferred
Experience in program development, program evaluation, and measuring outcomes
Experience in grant administration and reporting
Bilingual Spanish
Desirable qualifications are; attention to detail, effective communication, flexibility, and good problem-solving skills.
SPECIAL REQUIREMENTS
Possession of a valid California Class C Driver's License
Thorough Knowledge of;
Social casework objectives, principles, methods, and caseload management and organization.
Social and economic factors that influence individuals and / or households experiencing homelessness
Knowledge and experience applying the principles of Trauma Informed Care
Principles of human behavior and development
Grant compliance and reporting including tracking participation outcomes, financial expenditures, and meeting funders' criteria
Administering programs to fidelity
Principles and techniques of supervision and management
Housing First
Community resources, county, state, and federal benefit programs
Typical Job Duties :
Develops goals, objectives, and action steps for ERF staff and program activities
Conduct ongoing program evaluations, implementing changes when necessary
Ensure that the program complies with government grant requirements, including providing monthly program data reports to the Chief Initiatives Officer and Grants Analyst
Develop or update policies and procedures manuals for the program
Assist and work with a team of outreach specialists, case managers, housing navigators, and substance use disorder & mental health specialists who work within various targeted funding streams to locate, secure, place, and stabilize participants in their own homes.
Oversee the utilization of the Housing Needs Assessment as an intake assessment and the Housing Action Plan as the ongoing case management tool to assess the progress of participants and the performance of case managers.
Oversee compliance with ERF documentation requirements
Identify areas of needed training and development and work with the Director of Campus and Housing to prioritize and schedule training within budgetary guidelines and constraints
Become a community leader in serving homeless men, women, and children.

Essential Functions;
Develop and maintain administrative and program operations that provide quality care and outcomes for the participants
Contribute to the planning and implementation of project goals, objectives, personnel, resources, and equipment. In partnership with other Housing Matters program managers, implement the approved project plan objectives, timetables, expected outcomes, and measures for assigned areas of responsibility
Oversee the project's budget and policies regarding participant involvement, project requirements, and benefits. Work may involve partnering with Housing Matters Program Managers, directing case managers, housing navigators, or other staff involved in the delivery of services through the project
Provides management and oversight for the ERF project.
Provide guidance, support, and training to case management, housing navigation, outreach, substance use, and mental health specialist staff
Develop and implement procedures to ensure efficient operations of the program; continually identify opportunities to improve the program's efficiency; coordinate care delivery, and workflow; oversee scheduling, admissions, exits, and behavioral processes for the person(s) receiving services according to Housing Matters procedure
Provide staff management to include development, training, performance management, and communication to ensure effective and efficient department operation
Responsible for directly supporting participants when necessary
Monitor staff schedules to ensure that appropriate staffing levels are available to facilitate care promptly
Ensure staff are trained on developing and implementing housing plans with participants
Ensure staff are trained on and assist in maintaining records for the person(s) receiving services
Serve as liaison and provide consultation with other staff on related issues, regulations, and standards of the ERF program.
Assist in the development and implementation of operating policies and procedures for the program or organization; ensure that procedures and workflows are consistent with organizational objectives, Housing First standards of care; grant requirements and ensure that operations conform to established environmental, safety, and infection control requirements.
Demonstrate a positive, empathetic, and professional attitude toward participants and staff consistently. When participants' needs are not met, acknowledge and work to resolve complaints. Recognize that participant and staff safety is a top priority.
